Duties and Essential Responsibilities
  • Manage full project lifecycle to deliver quality software on time and within budget.
  • Lead cross‑functional teams on enterprise‑scale initiatives or major work streams of complex programs, ensuring alignment with strategic objectives.
  • Develop and manage detailed project plans, schedules, budgets, and resource allocations while ensuring adherence to client expectations and federal regulations.
  • Identify and resolve complex project challenges related to scope, timeline, technology, risk, and budget through innovative planning and execution strategies.
  • Provide application systems analysis and long‑ and short‑range plans for application selection, development, maintenance, and production support.
  • Establish and maintain open lines of communication with internal and external stakeholders, delivering timely updates, escalating risks, and aligning expectations.
  • Drive project success using Agile, Waterfall, and hybrid methods within governance frameworks.
  • Drive successful CPARS outcomes by delivering high‑performance results in cost, schedule, quality, and customer satisfaction.
  • Manage third‑party vendor relationships, ensuring timely and quality deliverables through tracking, coordination, and performance reviews.
  • Ensure compliance with organizational quality assurance standards and lead project audits, lessons learned sessions, and continuous improvement efforts.
  • Monitor project health through key performance indicators (KPIs) and proactively implement corrective actions when necessary.
  • Collaborate with product owners, business analysts, technical leads, and end users to ensure deliverables meet business needs and usability standards.
Technical Skills & Expertise
  • At least 5 years of project management experience, with 3+ years of experience in federal government contracting preferred.
  • Proficient in Agile (Scrum) and hybrid delivery models with hands‑on experience adapting approaches based on project needs.
  • Skilled in Microsoft Project, Jira, Confluence, and Service Now for planning, tracking, and collaboration.
  • Experienced in managing multimillion‑dollar project budgets, cost forecasting, resource planning, and financial reporting.
  • Strong capability in risk identification, mitigation planning, and escalation strategies to minimize project disruptions.
  • Adept at leading stakeholder communications, managing expectations, facilitating executive briefings, and aligning cross‑functional teams.
  • Capable of translating business needs into actionable requirements and supporting process reengineering efforts.
  • Experienced in overseeing third‑party vendors, defining SLAs, managing deliverables, and ensuring alignment with contract terms.
  • Knowledgeable in federal IT compliance standards, including Section 508, with experience in public sector project delivery.
  • Familiar with QA/testing lifecycle, test planning, and supporting UAT to ensure systems meet defined acceptance criteria.
  • Excellent written and verbal communication skills with experience in authoring project charters, status reports, dashboards, and technical documentation.
  • Skilled in managing scope change, conducting impact analyses, and aligning teams on updated objectives and deliverables.
  • Comfortable interfacing with technical teams (developers, architects, DBAs) to monitor progress and remove blockers.
Minimum Education & Certifications
  • Education:

    Bachelor’s degree in Computer Science, Engineering, Business, Information Technology, or a related field.
  • Preferred:
    Master’s Degree in Electrical/Computer Engineering, Business Administration (MBA), or equivalent technical field.
  • Certifications:

    Project Management Professional (PMP) certification required. Agile Certified Practitioner (ACP), Certified Scrum Master (CSM), or equivalent preferred.
  • Clearance:
    Must be able to obtain and maintain a public trust clearance.
