Position OverviewRIVA Solutions is seeking a Technical Project Manager to manage day-to-day technical delivery for a Federal web modernization and digital services program. The ideal candidate will coordinate cross‑functional teams across web development, Drupal/WCMS support, content operations, UX, QA, Section 508 accessibility, analytics, infrastructure coordination, and release management. This role requires the ability to understand technical details, manage Agile execution, communicate clearly with Government stakeholders, and keep delivery aligned to schedule, quality, compliance, and customer priorities.
CoreResponsibilities
- Manage technical project execution across website maintenance, Drupal/WCMS development, content updates, web operations, testing, data visualization, analytics, and infrastructure coordination.
- Lead Agile/Scrum or Kanban delivery activities, including backlog grooming, sprint planning, daily standups, sprint reviews, retrospectives, release planning, and stakeholder demonstrations.
- Develop and maintain project plans, schedules, work breakdown structures, roadmaps, risk registers, issue logs, action item trackers, dependency trackers, and status materials.
- Coordinate requirements gathering for new websites, web pages, microsites, landing pages, search enhancements, analytics requests, content initiatives, and technical improvements.
- Translate business needs into actionable user stories, acceptance criteria, technical tasks, testing needs, and release milestones in collaboration with product owners, technical leads, UX/content staff, and QA resources.
- Coordinate technical delivery across developers, cloud/system engineers, web administrators, content analysts, QA testers, accessibility specialists, and information resources staff.
- Oversee release readiness activities, including development status, defect resolution, regression testing, accessibility validation, content quality checks, deployment coordination, and post‑release support.
- Facilitate recurring project meetings, technical working sessions, status reviews, demonstrations, and decision‑making discussions with Government stakeholders and partner contractors.
- Identify schedule, scope, quality, security, accessibility, infrastructure, and dependency risks; develop mitigation plans and elevate issues with clear recommendations.
- Coordinate with Federal client IT, hosting/cloud vendors, operations teams, and other contractors to resolve technical issues related to connectivity, environments, patching, monitoring, backups, CDN, search, and system availability.
- Prepare concise status reports covering accomplishments, planned work, risks, issues, deliverables, blockers, release status, and resource needs.
- Support quality management and continuous improvement by standardizing workflows, SOPs, templates, metrics, lessons learned, and team operating practices.
- Experience managing technical projects, web/digital services, CMS‑based websites, application development, or Federal IT delivery programs.
- Experience managing Agile/Scrum or Kanban teams, including backlog management, sprint execution, release planning, and stakeholder demos.
- Working understanding of Drupal/WCMS platforms, web operations, content workflows, UX, QA, accessibility, analytics, and production support.
- Experience coordinating developers, UX/content strategists, QA testers, accessibility specialists, analysts, administrators, and infrastructure/cloud resources.
- Experience using Jira, Confluence, MS Project, Excel, or comparable tools for backlog management, project tracking, reporting, and collaboration.
- Knowledge of Section 508/WCAG, responsive design, Federal web standards, QA processes, risk management, and release management concepts.
- Ability to communicate technical issues, risks, options, and impacts clearly to both technical and non‑technical stakeholders.
- Strong organization, follow‑up, documentation, customer service, problem solving, and stakeholder management skills.
