Job Description

Oteemo is seeking an experienced Federal Business Development Executive to lead strategic growth initiatives across key Department of Defense markets, with a focus on the Navy ecosystem including NAVSEA, NAVWAR, and NAVAIR. This role will drive the identification, qualification, and capture of new opportunities while expanding Oteemo's presence within mission‑critical Navy programs and emerging defense technology initiatives.

As a senior member of the growth team, the Federal Business Development Executive will leverage established relationships within the Navy acquisition community, program offices, and industry partners to position Oteemo for strategic wins. Working closely with executive leadership, technical teams, and delivery organizations, this individual will guide opportunities from early market engagement through capture and proposal phases, ensuring alignment with Oteemo's digital engineering, cloud, data, and AI capabilities.

Key Responsibilities:

Strategic Business Development

Expand Oteemo's presence across Navy organizations including NAVSEA, NAVWAR, and NAVAIR
, leveraging existing relationships with program managers, contracting officials, and technical leadership.

Identify, qualify, and shape opportunities aligned with Navy modernization priorities such as digital engineering, data platforms, AI/ML, and mission systems.

Cultivate relationships with government stakeholders, industry partners, and prime contractors to position Oteemo on strategic programs and contract vehicles.

Represent Oteemo at Navy industry events, conferences, and customer engagements to strengthen brand awareness and pipeline growth.

Capture Leadership

Lead capture efforts for high-value opportunities from early qualification through proposal submission.

Develop win strategies, customer engagement plans, and competitive positioning for strategic pursuits.

Coordinate cross‑functional teams including technical SMEs, solution architects, and proposal resources throughout the capture lifecycle.

Support price‑to‑win strategies and teaming arrangements to maximize competitive advantage.

Pipeline Development and Opportunity Management

Manage and expand a qualified opportunity pipeline across Navy mission areas and contract vehicles.

Conduct pipeline reviews with executive leadership and provide market intelligence and growth insights.

Track opportunity progression, win probabilities, and revenue forecasts.

Execute structured qualification and gate review processes to prioritize investments in strategic pursuits.

Strategic Market Expansion

Identify emerging Navy technology initiatives and procurement programs aligned with Oteemo's capabilities.

Research and qualify relevant contract vehicles, IDIQs, and task order opportunities.

Develop and execute teaming strategies with key industry partners and prime contractors supporting Navy programs.

Position Oteemo as a trusted technology partner within Navy modernization initiatives.

Qualifications
  • 7+ years of experience in federal business development with at least 3–5 years focused on DOD (Navy preferred) markets.
  • Strong relationship management skills with experience engaging government decision‑makers.
  • Proven experience in capture management for federal contracts, with demonstrated success on competitive DOD (Navy) opportunities.
  • Proven experience in working on opportunities focused on Digital Transformation such as software development, Dev Sec Ops , cloud migration, and other technology services relevant to DOD modernization.
  • Strong knowledge of DOD (Navy) BD and Capture processes, including gate reviews, competitive analysis, and capture planning.
  • Working understanding of DOD contract vehicles including SBIRs, OTAs, GWACs, and IDIQ management.
  • Experience supporting Navy programs, with familiarity with their requirements and acquisition processes.
  • Familiarity with small business set‑aside programs and teaming strategies.
  • Working knowledge of federal budget cycles and DOD Program Objective Memorandum (POM) process.
  • Experience working collaboratively with cross‑functional teams during capture efforts.
