Description
V2X is seeking a Program Manager (PM) to lead the Southeast Asia Regional Training (SEART) Task Order supporting the Defense Threat Reduction Agency (DTRA) Global Threat Reduction (GTR) Chemical Security Program (CSP) based in Kuala Lumpur, Malaysia. The PM has overall responsibility for cost, schedule, and performance and serves as the primary interface with the DTRA COR and U.S. Embassy stakeholders.
The PM oversees a forward‑deployed team delivering assessments, training, workshops, and exercises across Malaysia, Indonesia, the Philippines, Thailand, Vietnam, and other regional partners, developing training programs that build the SEA region’s capability to counter chemical smuggling and prevent malign actor acquisition and use of improvised chemical weapons.
All successful candidates must be United States citizens and possess a Secret clearance. The position is contingent upon contract award.
Job Description- Serve as primary point of contact to DTRA COR, KO, and U.S. Embassies for all SEART activities.
- Manage cost, schedule, and performance; ensure on‑time delivery of all CDRLs (MPFRs, TEPs, TIMP, TERs, property reports, cyber deliverables, etc.).
- Oversee planning and execution of training, workshops, and exercises across the region.
- Supervise all in‑region V2X and subcontractor staff.
- Collaboratively assess, develop, deliver, and evaluate chemical security training for SEA partner nations.
- Ensure standards and practices are enforced and that product and service quality meets contractual requirements.
- Assist in recruiting subject‑matter experts (SMEs) with multi‑disciplined backgrounds for training events and exercises.
- Ensure Task Order compliance with all contractual requirements and deliverables (reports, databases, briefings, CDRLs).
- Adhere to scheduled timelines, milestones, and administrative requirements, including on‑time delivery of reports, data products, billing invoices, and action team completion.
- Coordinate all administrative actions for SEA region V2X and subcontractor personnel (hiring, leave, pay, performance evaluations, visas, licenses, certifications, quality control, and equipment use).
- Monitor training and field exercise events to enhance host‑nation capabilities and conduct after‑action reviews.
- Maintain oversight of initial and follow‑on assessments and the identification of partner‑nation training needs, develop and plan events, procure and maintain training‑specific equipment, and other related activities.
- Apply expertise in CBRN operations, WMD/chemical forensics, attribution, hazardous sampling, and identification.
- Plan and execute individual through collective multi‑echelon exercises and events.
- Develop and tailor DTRA Global Threat Reduction training curriculum and materials.
- Provide customer assistance and advice in a professional manner and maintain effective communication with diverse customers.
- Manage subcontractor performance and ensure customer/end‑user satisfaction and professional conduct.
- Coordinate program resource requests and review recurring cost and funding reports.
- Identify contract performance issues and develop corrective action plans.
- Perform additional duties as directed by the V2X Defense Training Director.
- U.S. citizenship with proof;
Secret clearance required (Top‑Secret clearance attainable). - Minimum 8–10 years of program management experience in international training, security assistance, or international cooperation.
- Government contract background in developing and implementing complex programs.
- Experience in a tactical or strategic assignment supporting Southeast Asia (preferred).
- Proven organizational, management, and problem‑solving skills.
- Computer literacy: PC use, word processing, database input, electronic publication access, web browsing, briefing/debrief software, and electronic forms.
- Ability to support periodic travel.
- Experience with CBRN operations, WMD/chemical forensics, attribution, hazardous sampling, and identification.
- Strong communication and interpersonal skills.
- Familiarity with MS Office products, generative AI, and instructional materials.
