- Pay or shift range: $175,000 USD to $240,000 USD

Leidos QTC Health Services is seeking a Program Manager to lead our Military One Source Task 6 Non-Medical Counseling (NMC) Program. In this role, you will serve as our primary executive representative to Leidos and provide strategic direction and operational oversight across all functions needed to deliver high-quality, compliant, participant-centered non-medical counseling services.
Primary Responsibilities:- Provide overall leadership, direction, and accountability for execution of the Task 6 Non-Medical Counseling Program
- Provide executive oversight of all operational, administrative, provider network, quality, technology, reporting, and financial activities supporting contract performance
- Establish program governance, operational priorities, implementation strategies, and execution plans supporting successful contract delivery
- Ensure program execution aligns with contractual requirements, operational objectives, quality standards, and Leidos program governance
- Foster a culture of operational excellence, accountability, collaboration, innovation, and continuous improvement
- Serve as LQTC’s executive point of contact for Leidos Program Management regarding Task 6 execution and performance
- Build and maintain strong working relationships with Leidos leadership and key program stakeholders
- Lead executive-level program reviews, operational readiness meetings, performance reviews, and strategic planning sessions
- Provide executive briefings, operational updates, risk assessments, and performance reporting to senior leadership
- Ensure timely communication of program status, emerging risks, operational challenges, and recommended mitigation strategies
- Establish governance processes supporting integrated execution across recruiting, credentialing, onboarding, provider operations, training, quality, finance, reporting, information technology, and operational support functions
- Ensure effective coordination between internal departments and Leidos-managed work streams
- Oversee development and execution of integrated implementation plans, readiness milestones, operational schedules, and governance reporting
- Direct cross-functional collaboration to ensure operational consistency, efficient decision-making, and successful program execution
- Monitor overall program health through operational metrics, milestone achievement, and performance dashboards
- Partner with Clinical Operations for provider recruitment, onboarding, credentialing, licensure verification, training, security compliance, technology readiness, activation, and operational deployment
- Coordinate sufficient provider capacity to support contractual access, geographic coverage, participant demand, and operational requirements
- Monitor provider readiness across implementation phases and geographic markets while proactively addressing capacity risks
- Ensure providers satisfy all readiness requirements prior to participant assignment, including credentialing, security, training, system access, documentation, and availability
- Establish and oversee the program quality management framework supporting compliance with contractual obligations, quality standards, participant confidentiality, documentation requirements, and applicable regulatory requirements
- Ensure operational readiness to meet or exceed contractual Service Level Agreements and Key Performance Indicators
- Lead provider performance improvement initiatives, corrective action planning, root cause analyses, and quality assurance activities
