Regulatory Compliance Specialist
Job Title
Lead and supervise the International Support Branch. Plan, assign, and review work; set priorities and deadlines; provide technical and administrative oversight; interview/select candidates; manage performance; resolve employee issues; ensure equitable ratings; promote EEO; and arrange targeted training to strengthen branch effectiveness.
Budget formulation, execution, and administrative oversight. Manage branch operations; develop annual and multi-year resource requirements; prepare narrative budget justifications; monitor obligations/expenditures in DOI financial systems (e.g., FBMS); ensure compliance with appropriations law and DOI fiscal policy; and deliver executive-level budget/operations reports with recommendations; primary conduit for all communications and transactions through DOI's Internal Business Center (IBC).
Strategic program management and internal controls. Define program objectives; build annual operating plans aligned to DOI priorities; set performance metrics; track progress and implement corrective actions; lead risk management and internal controls to ensure compliance with applicable laws, regulations, policies, and audit findings.
International agreement oversight. Direct the development, execution, and implementation of international agreements - IAA's, MOUs, MOAs, Project Annexes, Letters of Agreement, including foreign assistance - ensuring alignment with DOI's international engagement strategy; maintain a comprehensive agreements database for tracking and coordination.
Interagency and external stakeholder coordination. Represent the Department in meetings; engage and negotiate with DOI bureaus, the Department of State, other U.S. agencies, U.S. embassies, foreign governments, and international organizations to build cooperative relationships and resolve program issues related to travel, property management, employee support, policy, and regulatory requirements.
Salary Range Information (Per Annum): $143,913 - $187,093. First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
