Environmental Policy Researcher

ICF's Regulatory, Policy and Economics portfolio supports primarily public‑sector clients with research, analysis, technical assistance, and implementation support to help them address complex policy, management, and regulatory challenges. We provide innovative, accurate, timely, and high‑quality analyses and support services. We estimate the environmental, safety, and social impacts of regulations, policies, and programs and assess their costs, benefits, and economic impacts. We also evaluate program effectiveness.

We work with virtually all federal agencies and with state and local agencies, as well as select non‑profit and private‑sector clients. Our key clients include the Environmental Protection Agency, Department of Agriculture, and Department of Transportation.

This entry‑level full‑time position will be located in Reston VA (Waltham MA also possible) and is available immediately.

As an environmental policy researcher in our Environment Policy team, you will provide applied research and consulting services in support of national‑level programs focused primarily on addressing a range of environmental and natural resources management issues. Through the application of rigorous quantitative and qualitative analyses, you will contribute to improving the effectiveness of regulatory and non‑regulatory programs and assessing their environmental and economic impacts.

The bulk of your work will be on domestic regulatory issues. You will work in collaboration with other junior and senior staff within a multidisciplinary team that includes economists, environmental scientists, and engineers. You will also have direct contact with clients and will contribute to expanding our business.

Specific duties may include:

• Reviewing and synthesizing information from literature, rule making support documents, or other technical reports.
• Collecting and analyzing data to inform policy decisions.
• Contributing to memoranda, technical background documents, and regulatory support documents.
• Performing quantitative and qualitative analyses characterizing the ecological and human health effects of pollutants and environmental stressors and other effects of regulations or policies.
• Interacting with other team members and clients to prepare and discuss ICF’s work products, develop the analysis methodology, and present interim or final results.

• Bachelor's degree in environmental science, environmental engineering, public policy, economics or related field.
• Eligibility to obtain Federal Government security clearance.

• Strong quantitative and policy analysis skills.
• Demonstrated ability to prioritize and balance work on multiple projects under strict deadlines in a fast‑paced environment.
• Excellent written and oral communication skills.
• Demonstrated ability to work independently.
• Experience using Microsoft Office Suite of products (e.g., Word, Excel, PowerPoint).
• Experience using R (preferred) or other structured programming language for data analysis.
• Experience working with environmental and socioeconomic data.
• Experience with geographical information systems (GIS) data and analysis.
• Experience working in a client‑focused project‑based consulting environment.
• Demonstrated knowledge in the following areas: economics; policy and regulatory analysis methods; federal rule making process; federal environmental and natural resource regulations.

Pay Range - The pay range for this position based on full‑time employment is: $50,386.00 - $85,656.00 Reston, VA (VA30).
