Business Development, Client Relationship Manager
ICF is seeking a Director, DOE Account Lead to advance mission‑driven engagement and strategic partnership with the U.S. Department of Energy (DOE). This role will build on ICF’s long‑standing position as a trusted advisor, supporting DOE priorities across energy security, grid reliability, affordability, and innovation while identifying and shaping opportunities to expand ICF’s impact. The position spans engagement across DOE headquarters offices and includes close collaboration with the DOE national laboratory system.
ICF’s DOE portfolio includes technical and program management support, technical assistance to external stakeholders, public‑private partnership design and delivery, energy modeling and analytics, policy support, strategic communications, and digital modernization—including enterprise IT, data platforms, and AI‑enabled solutions delivered through prime contracts, subcontracts, and national laboratory partnerships.
- Lead engagement across DOE offices and national laboratories to understand priorities, build trusted relationships, and identify opportunities where ICF can deliver meaningful impact.
- Support DOE’s mission by aligning ICF’s capabilities with priority initiatives, helping deliver programs that advance national energy objectives.
- Develop and execute a structured account approach that strengthens relationships and consistently identifies and shapes opportunities aligned with DOE priorities.
- Serve as a central coordinator for DOE account activities, aligning business development, capture, delivery, and enabling functions across multiple ICF divisions to ensure focused and effective execution.
- Advance contract vehicle positioning, teaming strategies, and small‑business engagement to expand market access and strengthen ICF’s ability to support DOE priorities.
- Maintain clear visibility into account performance, translating insights into actionable priorities and supporting informed decision‑making.
- Support marketing and thought leadership efforts to ensure consistent, compelling positioning of ICF’s capabilities in alignment with DOE priorities.
- Maintain strong connection to ongoing delivery efforts to reinforce credibility, while prioritizing external engagement and strategic account growth.
- Bachelor’s degree in business, public policy, or energy‑related disciplines (or equivalent experience).
- 8+ years of experience in federal account management, business development, or capture management—preferably in energy, sustainability, infrastructure, or related mission areas.
- Direct experience working with or supporting DOE or the DOE national laboratory system, with familiarity across DOE offices and programs.
- Experience leading or coordinating across multidisciplinary teams (delivery, capture, contracts, pricing, marketing) to drive results in a complex account environment.
- Demonstrated track record in business development or account growth, with experience identifying, shaping, and advancing opportunities that deliver impact.
- Established network and relationships across DOE offices and the national laboratory system.
- Demonstrated ability to build and maintain senior client relationships and translate those relationships into meaningful opportunities and measurable outcomes.
- Demonstrated ability to leverage an existing DOE and/or national laboratory network to identify, shape, and advance opportunities—with examples of recent impact, wins, or measurable contributions to account growth.
- Strong writing and executive communication skills, with the ability to synthesize complex or ambiguous information into clear priorities, actions, and decision points.
- Execution‑focused leader who takes ownership for outcomes, drives alignment across teams, and ensures consistent, detail‑oriented follow‑through to translate engagement into impactful programs and sustained collaboration.
- Experience working with or through small‑business partners in a set‑aside‑driven environment.
- Familiarity with CRM and pipeline management tools and account dashboards, and the ability to use them to drive insight, action, and accountability.
