About the Job

The Program Security Manager is responsible for leading and managing security requirements for complex programs supporting the U.S. Intelligence Community. This position serves as the primary security advisor to program leadership and ensures personnel, physical, information, industrial, operational, and cybersecurity activities are integrated throughout the program lifecycle.

The Program Security Manager will work closely with government security representatives, Program Management, Engineering, Information Security, Industrial Security, Facilities, and external partners to protect classified information, sensitive technologies, facilities, systems, and mission operations. The successful candidate must have demonstrated experience independently managing complex Intelligence Community security programs and translating government security requirements into practical operational controls.

This position is based on-site in our Reston, VA office.

Key Responsibilities
  • Lead the development, implementation, and administration of integrated security programs supporting classified Intelligence Community activities.
  • Serve as the primary security liaison among program leadership, government security representatives, customers, subcontractors, and internal security organizations.
  • Interpret and implement Intelligence Community directives, contract security requirements, classification guidance, and customer-specific security policies.
  • Develop and maintain program security plans, standard operating procedures, classification guides, training materials, and other security documentation.
  • Manage personnel security requirements, including clearance verification, access eligibility, indoctrinations, debriefings, visit certifications, and need-to-know determinations.
  • Coordinate physical, technical, and information systems security requirements for classified facilities, mission environments, and accredited systems, partnering with ISSOs to support ICD 503, RMF, and continuous monitoring activities.
  • Manage the classification, safeguarding, handling, transmission, reproduction, destruction, and authorized release of classified and sensitive information.
  • Develop and oversee OPSEC, COMSEC, Counterintelligence, Insider Threat, and Security Awareness activities, as applicable.
  • Conduct security risk assessments and evaluate system architectures, operational concepts, and supply-chain decisions to ensure compliance and inform program protection strategies.
  • Investigate and report security incidents, violations, and potential compromises, and drive corrective actions to closure.
  • Conduct internal inspections and readiness assessments, and support government audits, reviews, and compliance evaluations.
  • Integrate security requirements into program schedules, budgets, proposals, contracts, and subcontractor activities.
  • Provide security guidance and briefings to executives, program personnel, engineers, and external partners.
  • Maintain security records, metrics, risk registers, and executive-level reporting.
  • Support program startup, facility activation, system deployment, operational transitions, and program closeout activities.
Required Qualifications
  • Bachelor's degree in security management, intelligence studies, criminal justice, cybersecurity, engineering, business, or a related field; equivalent professional experience may be considered.
  • 5-8+ years of progressively responsible security experience, including direct experience supporting classified Intelligence Community programs.
  • Active TS/SCI security clearance.
  • Demonstrated experience independently managing complex, multidisciplinary security programs involving multiple organizations, facilities, systems, classification levels, or security compartments.
  • Strong working knowledge of Intelligence Community security policies and frameworks, including ICD 503 and ICD 705.
  • Experience implementing personnel, physical, information, industrial, and operational security requirements within IC classified environments.
  • Experience working directly with government security representatives and Intelligence Community customers.
  • Working knowledge of the National Industrial Security Program Operating Manual, 32 CFR Part 117, and applicable federal security requirements.
