Job Summary:

The City of Rapid City's Engineering Department is seeking a motivated and experienced Construction Engineer to support the planning, coordination, and oversight of municipal infrastructure and capital improvement projects. This position plays a key role in ensuring city construction projects are completed safely, efficiently, on schedule, and in compliance with all applicable regulations and engineering standards. Responsibilities include managing construction activities, reviewing plans and specifications, coordinating with contractors and city departments, conducting site inspections, and assisting with project budgeting and reporting.

The ideal candidate will possess strong technical knowledge of construction practices, problem-solving skills, and the ability to communicate effectively with contractors, consultants, staff, and the public while contributing to the continued growth and improvement of the community.

Essential Duties and Responsibilities:

Engineer I: (Full Salary Range: Min $72,215 - Max $96,933)

* Supports planning and design tasks for public infrastructure projects.

* Assists with engineering reviews of public infrastructure and private development projects.

* Conducts project research and preliminary field investigations.

* Prepares reports, quantity take-offs, and cost estimates.

* Prepares various permits for design projects.

* Performs infrastructure inspections for quality and compliance.

* Assists with civil surveying using manual and electronic equipment.

* Utilizes CAD, GIS, and other software for design, modeling, and basic data updates.

* Participates in consultant selection, coordination, and construction plan management.

* Maintains project documentation.

* Assists with the implementation of engineering programs.

* Communicates with stakeholders, staff, and the public to clarify design intent, resolve discrepancies, and provide technical assistance.

* Acts as the design representative for projects during construction.

* Performs other duties in support of departmental projects and programs.

Engineer II: ($85,251 - $104,195)

* Supports planning, design and management tasks for public infrastructure, private development, and permit-related projects.

* Reviews plans, submittals, requests for information, change orders, pay applications, testing reports, and quantities for field and construction use.

* Coordinates with local, state, and federal agencies, developers, contractors and other stakeholders.

* Facilitates preconstruction, progress, homeowner, and final inspection meetings from project initiation to completion.

* Prepares and presents project updates and visual progress reports to leadership and staff.

* Resolves field and contract issues in alignment with City policies and procedures.

* Assists with consultant selection and proposal evaluations.

* Maintains digital and physical project documentation.

* Updates standard forms, specifications, and product lists.

* Supports infrastructure design efforts utilizing CAD and related tools.

* Oversees project safety, quality assurance, and compliance.

* Acts as the design representative for projects during construction.

* Communicates with stakeholders, staff, and the public to clarify design intent, resolve discrepancies, and provide technical assistance.

* Performs other duties in support of departmental projects and programs.

Engineer III: ($94,000 - $118,000)

* Leads preparation of designs, specifications, cost estimates bids, and contract documents for streets, drainage, water, and sewer infrastructure systems, collaborating with multi-disciplinary teams to ensure key objectives are met.

* Leads the planning, design and management of projects for divisions and departments throughout the City.

* Conducts risk assessments and assists with developing comprehensive mitigation strategies on large complex infrastructure projects.

* Conducts site investigations and interprets test data.

* Assigns tasks to technical and non-technical support staff.

* Develops scopes, budgets, and schedules for engineering projects.

* Assists with funding proposals for engineering initiatives, manages compliance with funding agreements, and ensures timely reimbursements.

* Reviews construction plans for compliance with standards, codes, ordinances, and engineering principles.

* Researches and negotiates easement agreements and right-of-way acquisitions needed for construction activities and public infrastructure.

* Proposes and supports improvements to engineering programs, policies, and standards.

* Maintains project records.

* Updates standard forms, specifications, design criteria, and department policies.

* Communicates with stakeholders, staff, consultants, developers, contractors, and the public to clarify design intent, resolve discrepancies, and provides technical support.
