Job Summary:
The City of Rapid City's Public Works Department is seeking an experienced civil engineer to manage the entire lifecycle of complex municipal infrastructure projects. This individual will plan capital improvements, administer public procurement processes, develop RFPs or RFQs, select and manage consultants, perform design review and construction observation, manage acceptance and closeout, and oversee contract administration across varying delivery methods (design-bid-build, design-build, CMAR).
Projects will primarily serve the City's enterprise divisions of Water, Water Reclamation, and Solid Waste but may include other divisions, projects, or programs as necessary. The ideal candidate will not only possess strong and diverse technical knowledge, but also the ability to communicate it effectively with contractors, consultants, staff, and the public- in support of the Public Works Department's purpose of "providing the foundation our community is built on."
Essential Duties and Responsibilities:
* Acts as the principal engineer in charge of design, management and construction of multiple complex infrastructure projects, overseeing design, specifications, contract documents, construction, scheduling and risk assessment.
* Coordinates the design of projects for divisions and departments throughout the City.
* Conducts risk assessments and develops comprehensive mitigation strategies on large complex infrastructure projects.
* Develops, applies and maintains modeling systems for City infrastructure.
* Manages and analyzes City-wide engineering data.
* Reviews complex, large-scale construction plans for compliance with standards, codes, ordinances, and engineering principles.
* Identifies and evaluates infrastructure deficiencies and develops corrective project scopes. Provides recommendations for prioritizing projects.
* Contributes to the development of the City's capital improvement plan through data-driven project evaluation.
* Researches and implements new engineering techniques and processes to improve infrastructure life expectancy, durability, constructability, and cost-efficiency.
* Develops and manages engineering programs and regulatory compliance efforts.
* Prepares proposals to obtain funding for engineering initiatives, manages compliance with funding agreements, and ensures timely reimbursements
* Provides expert support to operations and maintenance functions including asset management and emergency response.
* Represents the City and shares technical insights at public meetings and professional events.
* Actively engages in industry-specific professional organizations to remain current on industry standards, regulations, and best practices
* Mentors team members, provides technical guidance, and supports their professional development.
Qualifications:
* Bachelor's degree in engineering required. Civil engineering degree preferred.
* Eight years of relevant civil engineering experience required.
* Professional Engineer (PE) License required. Must obtain South Dakota PE within 6 months from date of hire.
* Must possess a valid South Dakota driver's license or ability to obtain within 30 days from date of hire.
Work Environment:
* While performing the duties of this job, the employee is occasionally exposed to wet and/or humid conditions; moving mechanical parts; construction equipment; fumes or airborne particles; toxic or caustic chemicals; outside weather conditions; risk of electrical shock; risk of radiation and vibration. The noise level in the work environment is usually quiet.
* Most work is performed indoors in an office where interruptions may occur. Some work is performed outdoors. While performing the duties of this job, the employee is frequently required to sit and talk or hear. The employee is occasionally required to stand; walk; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl and smell.
The employee must occasionally lift and/or move up to 50 pounds.
