Wichita Tribal Enterprise, a Quivera Enterprises company, is seeking a Program Manager who provides strategic leadership, operational oversight, and program management support for a Federal Enterprise Software program supporting mission-critical operations. This role serves as the primary point of contact for the Government Contracting Officer's Representative (COR), Task Leads, and key stakeholders, ensuring successful execution of all Performance Work Statement (PWS) requirements while maintaining exceptional customer satisfaction, operational excellence, and contractual compliance.

The Program Manager is responsible for directing multiple projects, overseeing technical and administrative operations, managing program performance, mitigating risk, ensuring quality delivery, and leading cross-functional teams supporting enterprise software platforms, including IBM Maximo Application Suite (MAS), enterprise asset management (EAM), and supporting technologies. The position requires extensive knowledge of federal IT governance, capital planning, portfolio management, human-centered design, and enterprise modernization initiatives.

This role operates independently with broad decision-making authority and provides leadership for complex federal IT programs supporting enterprise business systems.

• Serve as the primary Program Manager responsible for successful execution of all contract requirements.
• Provide overall leadership for program operations, technical performance, staffing, quality assurance, financial management, and customer engagement.
• Act as the primary interface with the Government COR, Task Leads, and executive stakeholders.
• Ensure all contractual deliverables are completed accurately, on schedule, and within budget.
• Develop and maintain program management plans, staffing plans, risk registers, communication plans, and performance metrics.
• Lead program reviews, executive briefings, status meetings, and customer engagements.
• Ensure compliance with all Performance Work Statement (PWS) requirements.
• Manage multiple concurrent projects supporting enterprise software initiatives.
• Develop and maintain integrated project schedules, milestones, resource plans, and budgets.
• Monitor project scope, schedule, cost, quality, and performance metrics.
• Establish project governance processes and ensure adherence to PMI PMBOK best practices.
• Coordinate cross-functional technical teams across infrastructure, cybersecurity, software development, database administration, and business operations.
• Ensure successful execution of modernization initiatives and enterprise technology projects.

• Apply federal IT governance frameworks throughout all program activities.

• Coordinate program activities supporting Risk Management Framework (RMF), cybersecurity, and privacy initiatives.

• Develop mitigation strategies and corrective action plans.
• Monitor key performance indicators (KPIs), Service Level Agreements (SLAs), and contract performance metrics.
• Conduct program health assessments and performance reviews.
• Escalate critical issues while driving timely resolution.
• Implement continuous process improvement initiatives.
• Manage program budgets, staffing allocations, subcontractor performance, and resource planning.
• Review project costs, labor utilization, and financial performance.
• Support proposal development, contract modifications, staffing plans, and transition activities.
• Monitor contract funding and labor utilization.
• Ensure efficient allocation of personnel and technical resources.
• Build and maintain trusted relationships with Government leadership and program stakeholders.
• Facilitate executive meetings, strategic planning sessions, and program reviews.
• Provide clear program communications regarding project status, risks, accomplishments, and recommendations.
• Promote collaboration among Government personnel, contractors, and technical teams.
• Ensure exceptional customer satisfaction through responsive service delivery.
