Position: UTILITY REPAIR PERSON (WATER DISTRIBUTION OPERATOR) I, II, III, IV

Job Summary:

This position ensures the safe and efficient delivery of potable water by operating, maintaining, inspecting, and repairing the water distribution system. This role involves monitoring system performance, responding to service issues, and upholding regulatory standards.

Essential Duties and Responsibilities

Utility Repair Person I: (Full Salary Range: $45,581.73 - $54,779.08)

* Performs various tasks during the installation, repair, and maintenance of water mains, fire hydrants, and related infrastructure, including cutting, fitting, sealing, laying, and tapping pipe.

* Inspects, operates, and repairs valves and system hardware, flushing water lines as needed.

* Operates a variety of tools and equipment, including hydraulic pumps, centrifugal pumps, tapping devices, jackhammers, chainsaws, air compressors, trucks, and flatbed trailers.

* Performs manual labor, including shoveling, lifting, carrying, moving materials and equipment, and cleaning work areas.

* Turns customer water services on or off and investigates complaints of leaks and low pressure.

* Repairs and replaces water service lines.

* Assists with the repair and preventative maintenance of vehicles and work Maintains logs and records of work activities.

* Works variable hours and participates in on-call rotation to support operational needs.

* Assists Water Reclamation Operators with repair, maintenance and operation of stormwater and sanitary collection systems as needed.

Utility Repair Person II: ($50,139.91 - $60,257.00)

* Performs all duties of Operator I, with additional responsibilities.

* Operates skid loader, front-end loaders, ditching machinery, dump trucks, hydro-excavators, pipe locators, backhoes, excavators, pavement breakers, and related equipment in the repair of water and wastewater systems.

* Adjusts and repairs manhole frames and covers, valve boxes, fire hydrants, and tapping machines.

* Conducts field inspections of new construction for water and sewer service lines and mains to ensure compliance with standards.

Utility Repair Person III: ($55,153.90 - $66,282.69)

* Performs all duties of Operator I and II, with additional responsibilities.

* Installs and repairs valves, fire hydrants, and other system hardware.

* Conducts field inspection of new and existing pipelines and customer service connections.

* Flushes and de-chlorinates water mains, installs and tests cathodic protection systems.

* In addition to directing crew activities during emergency situations like water main breaks and sanitary overflows, this role may serve as acting crew lead in the absence of a Water Distribution Operator IV.

Utility Repair Person IV: ($57,857.16 - $72,308.39)

* Performs all duties of Operator I, II, and III, with additional responsibilities.

* Serves as a project leader and as acting crew lead in the crew lead's absence.

* Understands and interprets cathodic protection readings and takes appropriate corrective actions to maintain system integrity.

* Acts as a point of contact for water Capital Improvement Program (CIP) projects, serving as a liaison between operations, engineers, and contractors by attending construction progress meetings and coordinating activities such as tie-ins, shutdowns, maintenance, flushing, and sampling activities. Communicates project conditions back to stakeholders.

* Reviews design plans and drawings for water CIP projects, ensuring operational feedback is communicated to design engineer and project manager for incorporation into final designs.

* Serves on safety and other committees, representing staff feedback and communicating committee activities to plant staff and leadership.

Qualifications

Utility Repair Person I:

* High school diploma or equivalent required.

* Must possess a valid South Dakota driver's license or ability to obtain within 30 days from date of hire.

* Must possess a valid Class A Commercial Driver's License (CDL) with tanker endorsement or ability to obtain within 180 days from date of hire.

* Ability to obtain Class I Water Distribution Operator's Certification within 18 months from date of hire.

Utility Repair Person II:

* Must meet all Operator I requirements and:

* Two years of experience operating skid loaders, front-end loaders, ditching machinery, dump trucks, hydro-excavators, pipe locators, backhoes, pipe pullers, and other related equipment required.

* Class II Water Distribution Operator's Certification or equivalent required.

Utility Repair Person III:

* Must meet all Operator I and II requirements and:

* Four years of experience operating skid loaders, front-end loaders, ditching machinery, dump trucks, hydro-excavators, pipe locators, backhoes, pipe pullers, and other related equipment required.

* Class III Water Distribution Operator's Certification or equivalent required.

Utility Repair Person IV:
