Position: ENGINEERING PROGRAM MANAGER

JOB SUMMARY:

Under general direction of the Assistant Director of Engineering, plan, manage, coordinate, direct, and supervise programs of the Engineering - Capital Projects Department, including projects for: streets and drainage, water and sewer, floodplain management, public buildings, neighborhood and park enhancements, and construction management. Assist in the development of long- and short-term strategic plans to meet the organizational and development needs of the department.

Manage various department operations processes and procedures to include analytical and development work related to data processing, records management, planning and research, right-of-way management, utility management, and land rights acquisition. Manage and evaluate subordinates. Act as project engineer on public works design and construction contracts. Perform other related work as required.

ESSENTIAL JOB FUNCTIONS:

Plan, manage, coordinate, direct, and supervise assigned programs of the Engineering - Capital Projects Department, including but not limited to: inspections, quality control of all construction projects, preparation of design and contract documents, maintenance of engineering maps, records, GIS database, floodplain management, annual department budget, capital program planning, acquisition of easements and rights-of-way, liaison with private utility companies, preparation of construction standards, review of designs and issuance of permits for utility construction within the City.

Manages staff in the design, review, construction coordination and inspection of CIP projects. Manages design and construction specifications and details, revisions, and requests for new material approvals. Administers the professional procurement procedures for the selection of consulting engineers and contractors for the design and construction of CIP projects. Reviews and negotiates scope of work, contracts, pay estimates, and change orders, coordinates and manages updates to the CIP and Bond Programs.

Manages preparation and presentation of engineering reports for the Assistant Director of Engineering. Provides staff assistance to the Assistant Director; conducts a variety of studies and investigations; develops and recommends modifications to engineering programs, policies, and procedures as appropriate. Oversees and participates in the maintenance of records and related documentation; prepares performance and other reports detailing engineering workload and activities.

Reviews, monitors, and coordinates ADA self‑evaluation and transition plan development, review and execution with assistance from external consultant as necessary. Manage staff and associated responsibilities at the Engineering permits that include but not limited to franchise permits and floodplain permits. Manage and evaluate subordinates. Monitors the expenditures of street bond, water & wastewater, and municipal drainage fund accounts to ensure spending regulations are met and expenditures are consistent with City policy.

Develops and measures departmental policies and procedures compared to the goals of the departments strategic plan. Assist with departmental budget functions. Display sound decision‑making capabilities. Communicate courteously and effectively with other City employees, officials, contractors, engineers, and developers. Lift, carry and/or hold up to 50 pounds of survey and office equipment. Walk, climb, and/or crawl while reviewing projects and citizen complaints in the field.

Sit and/or stand for extended periods of time while performing routine office and administrative duties. Hear and visually inspect work safely in traffic and dangerous construction situations. Work indoors and outdoors, including in adverse weather conditions, such as extreme cold, heat, heights, temperature swings, and noise. Some exposure to mechanical, radiation, fume/odor and/or dust/mite hazards, utilizing appropriate safety precautions. Utilize personal computer and various computer software programs.

Some extended hours are occasionally required.
