Title & Location

Portfolio Engineering Excellence Focal – Collins Aerospace, Raytheon, US‑TX‑Richmond. Hybrid work arrangement. Salary range $132,400 – $251,600.

Responsible for driving operational efficiency, process improvement, and alignment across the BMC2 & N portfolio to ensure successful program execution and strategic outcomes. Focus on program execution resourcing and training, ensuring compliance with engineering standards, processes, and reviews.

• Lead initiatives to enhance program execution effectiveness.
• Collaborate across programs and engineering teams to identify efficiencies, share resources, and support development of best practices.
• Manage and understand both customer and IR&D funded projects, guiding team members in scope, schedule, and budget management for engineering design activities.
• Apply Earned Value and Risk Management in project execution.
• Demonstrate sound decision‑making skills, strategic thinking, and resource forecasting.
• Support program events and external activities through occasional travel.

• 10+ years relevant experience in engineering metrics collection and analysis for decision making (or advanced degree with 7+ years).
• Experience in proposals and project execution leadership, including scope, schedule, and budget management.
• Experience with STAGES tailoring and RLPM gates, IMS, Earned Value, and R&O management.
• Strong leadership skills: building trust, mentoring, problem solving, decision making; demonstrated collaboration and partnership building.
• Advanced knowledge of Agile execution and Dev Sec Ops  best practices.
• Active US security clearance (Top Secret/SCI) and U.S. citizenship required.

• Experience analyzing engineering metrics for decision making.
• Ability to establish and drive operational plans with direct impact.
• Strong understanding of operational plans, processes, standards, and strategy alignment.
• Experience with Agile execution and Dev Sec Ops .
• Current US security clearance.

Salary range: $132,400 – $251,600. Eligible for benefits and potential annual incentive programs at level and business unit.
