SENIOR WATER SYSTEM OPERATOR (FULL TIME) Job Summary
Under direct supervision of the SCADA Supervisor, oversee delegations of issues entered into the City of Richardson Response Center and operate the Supervisory Control and Data Acquisition (SCADA) System to correctly and efficiently manage the water distribution and wastewater collection systems. In the absence of the SCADA Supervisor, lead Water System Operators in all water production activities, including reviewing and delivering reports to the Texas Commission on Environmental Quality (TCEQ) within required deadlines.
Perform other related work as required.
- Assist the SCADA Supervisor in planning and directing the activities of the City’s Response Center and ensuring correct and efficient operation of the water distribution and wastewater collection systems.
- Assist SCADA Supervisor in assigning duties and work orders to Water System Operators.
- Train newly hired Water System Operators and assist operators in difficult situations.
- Advise Operators on proper work methods and procedures.
- Assist in the enforcement of policies and regulations.
- Help develop safety practices for protection of personnel and equipment.
- Assist in maintaining operating logs of pump operations.
- In the absence of the Water Quality Inspector, assist in scheduling and monitoring results of bacteriological and chlorine residual water samples.
- Work on special projects as directed by SCADA Supervisor.
- Perform special projects as required.
- Read and understand written job instructions.
- Write reports by hand.
- Respond to various locations to inspect, supervise, or perform maintenance as needed on SCADA equipment.
- Use good judgment and proper safety precautions to work safely and use equipment properly.
- Hear clearly to work safely around equipment.
- Lift and/or carry up to 100 pounds of equipment and supplies.
- Pull, push, and/or drag up to 150 pounds of water production repair and inspection equipment.
- Work in a confined space using proper safety gear and procedures.
- Climb, crawl, kneel, squat, stoop, and/or twist for extended periods while inspecting water production equipment.
- Sit, stand, and/or walk for extended periods while supervising or inspecting.
- Work indoors and outdoors in extreme temperatures, including heat, cold, temperature swings, and inclement weather.
- Some exposure to dust, odor, electrical, mechanical and toxic hazards, using appropriate safety equipment and precautions.
- Communicate courteously and effectively with other city employees, officials, and the public.
- File maintenance manuals, records, and reports.
- Assist in call taking and other Response Center procedures.
High School Diploma or GED is required. Valid Texas Driver’s License, Class C, is required. Must have, or obtain within 18 months, a TCEQ Class C Water Distribution License and a TCEQ Collections II Wastewater License.
Experience, Training, Knowledge, and SkillsThree years of experience with SCADA operating systems or five years of experience in water production operation and maintenance. Must have or be able to obtain knowledge of water production division and capacities of elevated and ground storage tanks; pumping capacities and pump selection under different demands; water pressure zones and boundaries; transfer of water between zones; structural design, repair, and maintenance of storage tanks.
Must be able to keep accurate records, make accurate reports (including discharge reports to TCEQ), and communicate courteously with city employees, officials, and the public.
