Position: ASST. DIR OF PUBLIC SERVICES ENVIRONMENTAL SERVICES (FULL TIME)
JOB SUMMARY
This position, under the general supervision of the Director of Public Services, assists in the management, planning, organization and direction of management work in the Department of Public Services. Work requires exercise of considerable professional judgment and initiative within the framework of established regulations and policies. The Assistant Director will maintain operational oversight, manage, mentor and assign work to Superintendents, Supervisors and divisional staff in the following department divisions: residential solid waste, commercial solid waste, recycling collections, and brush and bulky item collections (BABIC).
This position develops changes to work plans when expectations are not met or when necessary; must also compile and gather statistical/metrics data for report generation and regularly keep Department Director informed of all Division’s work activities. In the absence of the Director of Public Services, this position may assume the duties of the department director when assigned.
ESSENTIAL JOB FUNCTIONS
Assist in the direction, management and monitoring of operations, employees, programs, projects, and daily activities of the Public Services Department including residential trash collection, commercial trash collection, residential recycling collection, and BABIC.Identify and evaluate necessary training programs to promote the ongoing efforts of succession planning and professional development and mentorship for all employees.Facilitate the development and implementation of the Solid Waste budgets and fleet management practices and policies consistent with standard operating procedures and department priorities.Research and prepare detailed management reports (including performance measure reports) and conduct departmental analyses for various purposes, and present compiled information to intradepartmental staff, City Manager’s Office, City Council, outside regulatory agencies, contractors, consultants, vendors, the general public, etc.Recommend, analyze, and design departmental standard operating procedures, work processes, operations, collections, safety rules and regulations, record keeping procedures, utilize computer information system(s) to maintain and effectively utilize department databases.Monitor and maintain effective service delivery. Develop recommendations for operational or staff improvements. Implement necessary improvements/changes when necessary.Participate and make recommendations in personnel matters including, but not limited to, interviewing and selecting employees, evaluating productivity and efficiency of employees, and provide sound resolution to employee complaints.Provide fair, consistent, and transparent resolution of personnel disciplinary actions.Assist with the established departmental priorities and the assignment of work to the appropriate division managers.Keep abreast of problems, circumstances, activities, or events which may/will affect the Department or Division(s) and keep the Director apprised of concerns.Coordinate with the Finance Department to maintain proper billing procedures and competitive bid purchase processes.Provide ongoing administration and oversight of various City contracts and agreements for which the Department or Division(s) is responsible.Assist with the development, implementation, administration and enforcement of departmental emergency operation(s), policies, and procedures.Administer a comprehensive program of required safety, skills enhancement and professional development training and other related activities.Contribute to a positive and motivating group environment by demonstrating and complying with all safety policies, practices, and procedures and provide development and support for a continuous learning environment.Participate in proactive team efforts to achieve departmental and City-wide goals.Assist other co-workers on special projects as required; and provide leadership to others through example and by openly sharing knowledge, skills, and work experiences.Coordinate with Fleet Division to maintain the appropriate care and use of city equipment and ensure all appropriate vehicle…
