Associate Director, Operations Program Manager; onsite

We are seeking an Operations Program Manager who will directly support the Program Management Office (PMO) in leading manufacturing strategy for programs in development. This role is responsible for strategic decisions around Manufacturing/Test Plan, Facilities, and internal investments to support the Program’s Long‑Range Plan and aligns program objectives with the Secondary Strategic Business Unit vision.

• Operations focal point for the PMO across all factories to meet execution goals and contractual requirements (via cross‑functional partnering with Supply Chain, Quality, Engineering, Facilities, Security, and Digital Technology).
• Partner with Program Managers in strategic contract shaping & execution.
• Ensure on‑time delivery of all customer commitments.
• Drive transition to production activities to prepare the factory for the next franchise set of programs.
• Lead Front End of the Business (FEOTB) activities including contract requirements review, BOM development, MRP requirements planning, manufacturing execution plan development, and make/buy/where strategy and execution.
• Lead multidisciplinary teams in problem resolution and driving productivity improvement and efficiencies through HPU, lead time, cycle time, and other improvement initiatives using CORE Six Sigma, lean practices, and similar analytical methods and tools.
• Identify and manage operational risks and opportunities throughout each phase of the business cycle by developing and implementing risk mitigation and opportunity capture plans.
• Provide leadership, management, and coordination of manufacturing resources to support program requirements and actively collaborate while maintaining positive relationships with program management, cross‑functional leadership, suppliers, customers, and government representatives.
• Participate in business pursuit and capture, including developing TINA (Truth in Negotiations Act) compliant Basis of Estimates (BOE) submittals that lead to contract awards.
• Execute Operations Control Account Manager functions:
  • Develop and manage budget, cost accounts, and baselines.
  • Perform Estimate At Complete (EAC) calculations.
  • Earned Value Management tasks.
  • Variance analyses and recovery plans.
  • Support Gate 11 activities at the close of Development/EDM/Production contracts.
  • Support business travel up to 25%.

• University degree and minimum 12 years of relevant experience or an advanced degree and minimum 10 years of experience.
• Experience leading manufacturing operations (site leader, operations leader, quality leader, planning leader).
• Experience working or leading New Product Introduction.
• Working knowledge of SAP / PRISM / PDM.
• Active and transferable Secret U.S. government‑issued security clearance required prior to start date (U.S. citizenship required).

• Experience developing and implementing operational strategy (product and footprint).
• Engineering and/or operations leadership and experience.
• Program management experience, preferably in military/defense programs.
• Experience with supply chain and subcontracting.
• Program leadership or material program‑management certification.
• Earned Value Management certification.
