The Business Services Directorate (BSD) provides crucial financial, procurement and sales, and project management services to PNNL, as required under our management and operations contract for operating the Lab on behalf of the Department of Energy. The Finance & Accounting Professional performs a variety of financial and/or accounting activities, which may include the maintenance, control, analysis, and development of complex financial/accounting records, reports and systems and their ongoing support. Provide or assist in business advice and services to management and staff to ensure compliance with applicable federal laws, regulations, policies, and sound business practices. Adheres to and communicates business policies and procedures, including training and interpretation for the various organizations supported.

  • Develops solutions to complex problems which require the regular use of ingenuity and creativity. Identifies opportunities and risks and makes recommendations affecting organizational objectives.
  • May lead projects of limited scope. Demonstrates good judgment in selecting financial and accounting methods and techniques for obtaining solutions.
  • Conduct monthly analyses to provide management information on the performance of the cost and financial processing requirements.
  • Perform routine assessments in support of the Finance and General Accounting self-assessments processes, and as directed by management.
  • Provides technical support and training to others with less experience in support of the Finance and General Accounting, and as directed by management.
  • Perform and provide technical support others for financial processing, accruals, allocations, manual accounting entries, account reconciliations and general ledger accounting entries.
  • Prepare, review, and validate complete and accuracy of financial data, i.e., Invalids, Cost Corrections, allocations, write-off, financial transaction processing, and accruals.
  • Performs financial studies; analyzes data; makes recommendations based on findings; prepares correspondence and reports based on those studies.
  • Analyzes business transactions; performs operational audits to identify and recommend corrections for related problems; audits transactions of others for adherence to accounting principles and policies.
  • Work with other groups such as Information Management Services, Financial Operations staff, Contracts staff, and Business Office staff to resolve issues.
  • Provide support to internal and external auditors, as directed by management.
  • Support IM services with routine maintenance, as well as testing new system functionality or upgrades to systems to ensure core functionality is maintained.
  • Document procedures to ensure compliance with government accounting requirements.
  • Develop solutions and may lead process improvement initiatives with limited scope for in Cost Accounting and General Accounting.

Minimum Qualifications:

  • BS/BA and 2+ years of relevant finance and accounting experience
    -OR-
  • MS/MA or higher

Preferred Qualifications:

  • Bachelor's degree in Finance, Accounting, MIS or a related business field.
  • Assignments may be wide in scope requiring a broad background of experience or independent action and a high degree of initiative to resolve issues.
  • Skilled in the use of basic financial and accounting systems and software.
  • A high degree of knowledge of Microsoft Access and Excel.
  • Working knowledge of financial systems, general accounting practices and strong analytical and communication skills are required.
  • Knowledge of FAR, DEAR, Cost Accounting Standards and PNNL Charging Guidelines.
