Navarro Research and Engineering is recruiting for a Procurement Compliance Specialist in Richland, WA.

This position will support Navarro-ATL. Navarro-ATL is located in Richland, WA, and operates, manages, and maintains the 222-S Laboratory Complex for the Department of Energy. The Navarro-ATL members are Navarro Research and Engineering, Inc. (Oak Ridge, TN), and Advanced Technologies and Laboratories International (Gaithersburg, MD).
ResponsibilitiesUnder minimal supervision:
- Review procurement actions for the purchase of goods and services for compliance with policies and procedures; document and communicate any issues found with Procurement staff and Manager.
- Review and interpret prime contract requirements and those of applicable Federal, State, and local laws and regulations (including DOE regulations and directives) to determine their applicability (flow down) in procurement actions, policies, procedures, and recommend updates as needed.
- Recommend updates as needed to policies, procedures, and practices based on best practices.
- Facilitate and implement corrective actions and perform follow-up effectiveness reviews to ensure compliance with policies, procedures, prime contract requirements, and the requirements of applicable Federal, State, and local laws and regulations (including DOE regulations and directives).
- Interface with internal and external auditors; retrieve procurement documents and data in support of internal and external audits, ensuring it's accurate, complete, timely, and formatted as requested by the auditors. Prepare written responses to internal and external audit findings for concurrence by management.
- Interface with general counsel on legal issues affecting the procurement function.
- Research and recommend and assist Manager in the development and implementation of any Procurement Department changes to meet requirements.
- Provide leadership and serve as a resource for less experienced personnel. Orient less-experienced Procurement Specialists to necessary skills and strategies related to procurement and compliance therewith, including but not limited to memorandum content, record keeping, cost/price analysis techniques, subcontract type selection, and source selection.
- Participate in special projects to enhance Procurement Department initiatives.
- Other duties as assigned, including but not limited to monthly, quarterly, semi-annual, and annual reporting as required by the prime contract.
Due to the nature of the government contract requirements and/or clearances requirements, US citizenship is required.
Minimum Qualifications
- Bachelor's degree (BA/BS) in Accounting, Business, Finance, or related field, and 8 years of relevant experience, or equivalent combination of education and experience.
- Excellent interpersonal skills, including written and verbal communication, and decision-making skills.
- Demonstrated leadership skills and sound judgment.
- Ability to obtain and maintain a Personal Identity Verification (PIV) Credential badge.
Preferred Qualifications
- Knowledge of SharePoint, Microsoft Office, Adobe.
- A comprehensive level of knowledge and understanding of procurement cycle times for various goods and services.
- Knowledgeable in Navarro-ATL computer programs such as, but not limited to:
Asset Suite, IDMS, Laboratory Procedure System (LPS) or similar, Enterprise Asset Management (EAM) or similar. - Working knowledge of Federal Acquisitions Regulations (FAR) and Department of Energy Acquisition Regulations (DEAR).
- Experience in prime contract interpretation as it relates to procurement flow downs.
- Experience in responding to internal and external audits of procurement documents, policies and procedures.
- Managerial experience in the procurement discipline.
- Nationally recognized certification in the field (NCMA, ISM, etc.).
Grade 18: $109,013 - $137,538
Grade 20: $131,888 - $166,263
The grade level offered to the selected candidate will be based on business needs and the candidate's education, training, and/or relevant experience.
In accordance with the Navarro Research and Engineering, Inc (Navarro) salary determination process, Navarro takes into consideration the level of assigned job duties and responsibilities and the candidate's education, training, and/or experience relative to internal peers and the external labor market.
