This service supports Government, Public Sector and Infrastructure Sector clients and Pro Sidian Team Members (# FTe's:
1) work as part of the Engagement Team Cadre to Provide The Training Program Oversight Consultant services OBO The U.S. Department of Energy (DOE) Hanford Site, Richland Operations Office (RL) and the Office of River Protection (ORP) require DOE Enforcement Program coordination support for Hanford Site activities.
Training Program Oversight Consultant - GSSC Candidates shall work to support requirements for FY22-001:
Hanford Training Consultant Support Services Swim Lanes and The Training Program Oversight Consultant shall provide support in the following areas:
- Assess, interpret, and monitor DOE Hanford prime contractor's training and qualification program implementation and effectiveness.
- Perform active, routine oversight of The Training Program Oversight Consultant's programs for identifying, screening, trending, reporting, and correcting training and qualification program issues.
- Perform oversight of causal analysis activities; placing specific emphasis on effective problem resolution and detection and identification for training and qualification program related issues, error precursors and operational vulnerabilities.
- Maintain cognizance and coordinate periodic reviews for training and qualification program related noncompliance and performance issues.
- Identify and openly communicate training and qualification program related concerns and adverse trends to DOE and contractor management.
- Develop and provide reports and briefings reporting on the status of prime contractors' training and qualification program implementation.
- Interpret pertinent policies and guidance and advise the line organizations on acceptable methods of compliance with those policies and guidance.
- Assist in ISMS Reviews and Operational Readiness Reviews involving the training and qualification discipline.
The Training Program Oversight Consultant - GSSC shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/PowerPoint) and related tools and technology required for the position.
Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The Training Program Oversight Consultant shall possess the following minimum qualifications:
- --- Senior professional with experience in operational readiness reviews, plant testing, turnover and plant operations, and performing surveillances with respect to verifying contract specifications.
- --- Bachelor's degree (or equivalent experience) in a related field to include, for example, education; engineering, safety; business administration or quality.
- --- 15 years' experience in nuclear facility operations.
- --- 15 years' experience working with contractor assurance systems. Experience in effective implementation of assessment performance, issues management and corrective action development and review activities is preferred.
- --- Demonstrated expertise in performing causal analysis.
- --- Demonstrated experience in working with information management systems, activities, and related software. Experience with Devon Way and/or the Hanford Site integrated Contractor Assurance System, is preferred.
