Overview
At PNNL, the Business Services Directorate (BSD) delivers essential financial, contractual, and project management capabilities under contract with the Department of Energy to operate PNNL. The BSD provides financial forecasting, budgeting, business analysis, and financial performance oversight across assigned directorate(s) with the goal of ensuring efficient, effective, and compliant business operations that enhance PNNL’s scientific impact. This role requires onsite work minimum two days per week, with the ability to work remotely while maintaining the same standards and readiness to travel onsite on short notice.
Responsibilities- Oversee and implement all business processes used in the management and operations of assigned directorate(s), including financial forecasting, budgeting, business analysis, and financial performance.
- Perform trend analysis of financial indicators and communicate to senior management recommendations on financial risk areas, performance assessment, and strategy impacts.
- Validate directorate goals related to sales, budget variance, FTEs, and net income.
- Manage the full funding cycle from proposal to project close‑out, establishing internal controls to reduce business operation risk.
- Ensure compliance with accepted accounting methods, federal regulations, and internal policies and procedures.
- Serve as the business interface to clients and other Battelle‑managed laboratories.
- Maintain, control, analyze, and develop complex financial/accounting records, reports, and systems.
- Provide business advice and services to management and staff to ensure compliance with applicable federal laws, regulations, policies, and good business practices.
- Conduct financial reviews and approve source documents, ensuring transactions comply with accounting policies and practices.
- Provide guidance and training on financial policies, cost appropriateness, and charging guidelines, communicating changes in procedures.
- Perform special projects as assigned by laboratory and BSD management, translating strategy into specific goals and objectives.
- Identify opportunities and risks, making recommendations that affect organizational or laboratory strategy.
- Manage projects involving diverse tasks, teams, and organizations, exercising judgment in selecting financial and accounting methods, techniques, and evaluation criteria.
- Ensure an effective system of internal controls exists for assigned operations.
- Minimum: BS/BA and 7 years of relevant experience – OR – MS/MA or higher and 5 years of relevant experience.
- Preferred:
Bachelor’s degree in Accounting, Finance, or Business Administration and 8+ years of relevant experience; advanced degree and 6+ years of relevant experience. - Knowledge of PNNL financial/accounting systems and software programs.
- Knowledge of FAR, DEAR, Cost Accounting Standards, and PNNL Charging Guidelines preferred.
