Construction Manager

Overview

At PNNL the Operational Systems Directorate (OSD) leads the delivery of the laboratory’s 10‑year, $1.2billion campus construction portfolio, overseeing operations, facility services, maintenance and infrastructure planning. OSD manages more than $250million in annual budget authority, directs more than 2.5million square feet of facility space across two campuses, and executes a multi‑million‑dollar project portfolio while ensuring safety, reliability and efficiency.

Construction Manager (Level3) – support construction and integration activities for complex mission projects, including work in and around nuclear and radiological facilities.

• Apply quality assurance concepts (including NQA‑1 principles) to construction projects.
• Understand DOE/site requirements: work control, ISM principles, radiological and industrial safety practices, and conduct of operations.
• Coordinate schedules, cost impacts and change documentation on multidisciplinary projects.
• Communicate and coordinate with contractors, field crews and internal stakeholders.
• Support turnover packages, punch lists and as‑built documentation.
• Plan and direct construction activities from mobilization to project turnover.
• Develop construction specifications, work control documents, execution strategies and sequencing plans.
• Coordinate outage planning, shutdowns, tie‑ins and commissioning activities.
• Ensure work is completed in accordance with approved drawings, specifications and contract requirements.
• Lead daily construction activities, coordinate multiple subcontractors and conduct daily field walkthroughs.
• Resolve field issues, conflicts and constructability concerns.
• Serve as primary point of contact between project management, engineering, operations and craft personnel.
• Champion Integrated Safety Management (ISM) principles and verify compliance with work control documents.
• Participate in hazard analyses, pre‑job briefings and field observations.
• Exercise stop‑work authority when unsafe conditions exist.
• Promote Human Performance Improvement (HPI) principles and continuous learning.
• Coordinate construction activities to support the integrated project schedule and monitor contractor progress against milestones.
• Identify schedule risks and develop recovery plans; update Primavera P6 or Microsoft Project schedules.
• Monitor field costs, productivity, review contractor payment applications and support change order development.
• Identify cost impacts before they affect project budgets.
• Ensure construction complies with engineering design documents, building codes, DOE requirements and contract specifications.
• Coordinate inspections, testing, punch lists and project closeout. Support corrective actions when deficiencies are identified.
• Interpret contract requirements, review requests for information (RFIs) and contractor submittals.
• Evaluate field change requests and document contractor performance.
• Coordinate activities with engineering, operations, maintenance, radiological control, industrial safety, quality assurance, procurement, project controls and facility management.
• Communicate project status, risks and construction impacts to leadership.
• Identify construction execution risks, develop mitigation strategies, resolve emergent field conditions and support contingency planning for critical activities.
• Coordinate startup and commissioning activities. Verify system testing is complete and ensure turnover documentation is accurate.
• Transition completed systems to Operations and Maintenance.

• BS/BA and 5+ years construction leadership experience (foreman, superintendent, construction/field engineer or construction manager).
• Or MS/MA or higher and 3+ years construction leadership experience.
• Or Associate’s degree and 13+ years total construction experience with 10+ years of construction leadership.
• Or high school diploma/GED and 15+ years construction experience with 10+ years of construction leadership.
