Job Duties/Scope Of Work

HMIS is seeking an experienced Environmental Engineer to support air quality compliance and Hanford Site Title V Air Operating Permit (AOP) integration activities. The desired individual for this role possesses some variation of technical skills and facilitation skills as a means of solving complex problems.

The Environmental Engineer will be part of a team ensuring sitewide and HMIS‑specific compliance with air quality requirements. This primarily will include interpreting federal and state requirements, preparing notice of construction applications, preparing Title V AOP revisions and changes for emission sources, and tracking emissions. The Environmental Engineer will also provide leadership for the facilitation/integration of multi‑contractor activities when a single Hanford response is required.

This primarily will include coordinating and conducting Department of Energy (DOE)/contractor coordination meetings, coordinating and conducting integration meetings with the DOE, regulating agencies and contractors, coordinating review and comment on emerging regulations, and preparing sitewide reports required by the AOP.

The desired individual will perform some duties and provide support in others across the following three facets of the role:

  • Function as the Clean Air Act (CAA) facilitator/integrator for the Hanford Site.
    • Providing sitewide management, administration, integration, permitting and compliance support for the AOP in coordination/collaboration with other Hanford Site contractors.
    • Preparing sitewide environmental documents (reports/certifications/schedules) for submittal to regulatory agencies as required by the AOP and/or other permits, such as radioactive air emission licenses and approval orders, through collaboration with Hanford contractors.
    • Coordinating regular interface among the regulatory agencies, DOE and Hanford Site contractors to promote efficient and effective implementation of the AOP.
    • Leading and conducting regular interface and meeting series involving different combinations of personnel such as the DOE and other Hanford Site contractors to ensure AOP activities and implementation efforts are coordinated and understood by a wide range of personnel onsite (e.g., sitewide air interface meeting, working group meetings, regulatory agency meetings).
    • Leading resolution of AOP issues affecting all or most Hanford Site contractors.
    • Maintaining sitewide CAA compliance tools (e.g., Air Operating Permit Database software, Air Quality Permitting Guidance Documentation Portal, etc.).
    • Prepare and deliver environmental presentations, training, and perform compliance and/or specialty assessments, as requested by personnel within and outside of the environmental department.
  • Function as the CAA subject‑matter‑expert (SME) for HMIS.
    • Providing technical support to Projects compliance with applicable criteria and toxic and radioactive air emissions.
    • Developing procedure(s); author/own program plans within the area of responsibility as applicable.
    • Preparing CAA regulatory analysis memorandum and/or interpretive guidance. Collaborate with various levels and/or departments within HMIS to ensure compliant solutions are understood, documented and implemented as a part of this process.
    • Assisting facility management and Environmental Compliance Officers in the investigation of compliance deviations and non‑compliances, and recommending and/or helping implement corrective actions through facilitation and collaboration of those impacted.
    • Supporting Line Organizations and Environmental Compliance Officers in the effective integration of environmental requirements into work planning and execution.
    • Preparing or supporting preparation of HMIS‑specific environmental requirements implementation products (e.g., policies and procedures).
    • Preparing technical documents and calculations (e.g., Notice of Construction Application). Previous experience and/or knowledge producing models in support of Air Quality Permitting is desired but not required.
