Lead Senior Regulatory Technical Specialist

Our client is seeking a Lead Senior Regulatory Technical Specialist to provide technical leadership in support of environmental remediation, regulatory compliance, and closure activities for one of the nation’s most complex environmental cleanup programs.

The Lead Senior Regulatory Technical Specialist is responsible for:

• Providing technical leadership for environmental characterization and corrective action planning.
• Serving as a subject matter expert on Resource Conservation and Recovery Act (RCRA) closure requirements.
• Developing regulatory strategies supporting facility closure, interim measures, and corrective actions.
• Leading preparation of technical reports, regulatory documentation, work plans, and supporting analyses.
• Providing technical oversight of subcontractors, engineering teams, and environmental consultants.
• Developing technical specifications, scopes of work, and procurement documentation.
• Advising project leadership regarding regulatory compliance, closure strategy, and technical risk.
• Coordinating with federal agencies, regulatory organizations, project stakeholders, and internal technical teams.
• Supporting soil characterization planning and environmental investigations.
• Evaluating corrective action alternatives based on technical feasibility, regulatory compliance, cost effectiveness, and risk reduction.
• Reviewing engineering deliverables, technical reports, procedures, and supporting documentation.
• Supporting contamination assessments involving soil, groundwater, residual waste, and contaminated equipment.
• Developing technical presentations and communication materials for regulators and stakeholders.
• Providing senior technical consultation to management regarding environmental regulatory decisions.
• Mentoring junior technical professionals.
• Ensuring compliance with company policies, Integrated Safety Management System (ISMS) requirements, and applicable environmental regulations.

Required Qualifications:

• Bachelor’s degree in Engineering, Environmental Science, Geology, Hydrology, Chemistry, Geophysics, Soil Science, Civil Engineering, Structural Engineering, or another related scientific discipline.
• Grade 21:
  Minimum twelve (12) years of directly related experience.
• Grade 22:
  Minimum fourteen (14) years of directly related experience.

Preferred Qualifications:

• Experience developing technical scopes of work and evaluating subcontractor proposals and performance.
• Knowledge of environmental cleanup agreements and regulatory compliance frameworks.
• Experience supporting radioactive waste management documentation.
• Working knowledge of National Environmental Policy Act (NEPA) requirements.
• Experience applying environmental risk assessment principles within regulated facilities.
• Experience preparing regulatory documentation under environmental remediation programs.
• Strong written, verbal, and presentation skills.
• Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Teams).

• 12+ years of planning, implementing, managing, and overseeing environmental characterization projects supporting CERCLA and RCRA programs.
• 12+ years developing and implementing interim regulatory corrective action strategies, including systems such as infiltration barrier technologies.
• 10+ years performing groundwater and soil contaminant sampling, including development of field sampling and analysis plans.
• 3+ years of direct collaboration with the U.S. Department of Energy (DOE), environmental regulatory agencies, and key stakeholders through strategic planning, technical presentations, regulatory negotiations, comment resolution, and public engagement.

• Salary range: Approximately $145,150 – $214,288, depending on experience and qualifications.
