Primary Function:
Acuity-PT&C is a world‑class project management/project services firm with an ever‑expanding list of public and private clients. We are seeking qualified professionals to expand our cost estimating, cost analyst, and project controls teams supporting the U.S. Department of Energy (DOE) at Hanford, WA.
- Develop independent government cost estimates (IGCEs), providing technical analysis and cost/price analysis of cost proposals in support of DOE contract management actions.
- Provide earned value management oversight on prime contractors supporting tank farms and the 222‑S Laboratory.
- Assist project controls teams in monitoring project schedule integrity, reliability, and accuracy using Primavera P6® and other tools.
- Develop and review earned value management system (EVMS) data and other cost and schedule performance information.
- Create charts, metrics, and documentation to support reporting and presentation of project performance for the overall TOC project and sub‑projects to DOE management and subject matter experts.
- Perform risk evaluation and analysis of all aspects of individual and combined risks, supporting the development and review of risk management documentation and tracking of monthly risk changes.
- Compile, format, analyze, and report on large datasets, developing data‑driven solutions to complex problems.
- Actively evaluate proposed direct and indirect cost elements for cost reasonableness, cost realism, and potential over/under‑statements using applicable acquisition regulations and contract terms.
- Implement cost estimating rules and guidelines in the preparation of cost proposals, including evaluating values submitted by subcontractors, suppliers, and their classified personnel.
- Work independently and collaboratively within a dynamic environment that evolves based on client needs.
- Exceptional knowledge of Microsoft Excel, including functions and pivot tables.
- Proficiency with Microsoft Word, PowerPoint, and Outlook.
- Excellent communication and interface skills; ability to elicit information and use it to develop products and support.
- Familiarity with cost estimating software; experience with MII cost estimating software.
Formal training may be required and will be provided as needed. - Ability to develop IGCEs and technical evaluations for capital asset projects, general plant projects, and design‑build projects.
- Capability to perform takeoffs, apply unit rates for labor, material, subcontracts, and other direct costs, and develop activity cost descriptions aligning with scope.
- Experience applying overheads, payroll taxes, and general requirements to project IGCEs.
- Senior cost estimators should lead estimate development efforts, serve as lead estimator on assigned IGCEs, and interface directly with senior management to develop strategies and documentation.
- Strong written and oral presentation skills.
- Excellent interpersonal, organizational, and communication skills.
Proven ability to work both collaboratively and autonomously. - Strong initiative and ability to work under pressure and meet tight deadlines.
- Familiarity with Primavera P6® scheduling software.
Experience monitoring project schedules for integrity, reliability, and accuracy. - Ability to evaluate and monitor project schedule for deviation and maintain accurate project performance metrics.
- Optional:
Hanford knowledge and/or experience (preferred).
- Must be a U.S. citizen.
- BS/BA degree in Finance, Management, or a relevant field of study.
- Alternatively, an accredited high school certificate plus years of specialized financial management experience.
- Project Management Professional, Certified Cost Professional, or other recognized professional certification preferred but not required.
