Responsibilities
- This position will perform roles in the Foreign National Access (FNA) Program, Official Foreign Travel (OFT) Program, Pre‑Suitability Investigations for Employment and Security Clearances, and as a USAccess Sponsor role holder in support of the HSPD-12 Personal Identity Verification (PIV) processing.
- As the FNA Coordinator, this position is responsible for ensuring that all foreign national visits and assignments in support of the HFO mission are appropriately screened, processed, and approved before access to site facilities, computer systems, and/or Department of Energy (DOE) business information is granted. This includes contractor work scope, program information, and technologies, regardless of whether the foreign national is on or off the Hanford site.
- Processes Foreign National Visits and Assignments requests for approval using specified DOE and HFO approved software applications (Foreign Access Central Tracking System [FACTS] and Sentry) before access is provided.
- Considered the subject matter expert in processing Foreign National Access requests and delivers the FNA program Host/Escort training on an annual basis.
- Reviews requests for visits, ensures appropriate security plans are developed, especially for visitors from sensitive countries or those requesting access to sensitive information.
- Tracks approvals, communicates non‑compliance issues, and monitors corrective actions.
- Coordinates with FNA program stakeholders on site, within the agency, and at times other sources to help ensure all foreign nationals are properly vetted for site access and information clearance.
- Provides FNA briefings and communicates requirements and process changes to departments/personnel that regularly process foreign nationals for a visit or assignment, which may include other site FNA coordinators, DOE HFO, and Final Approval Authorities.
- Coordinates and completes physical/logical access requirements in advance of the foreign national arriving by completing accurate document review, identity verification, data entry, and preparation of the foreign national credential card as necessary.
- Conducts regular field visits interacting with hosts/escorts and foreign nationals assigned to the site.
- Maintains records of visits and assignments and prepares reports as requested.
- Tracks and maintains Final Approval Authority delegations in accordance with DOE order requirements.
- Drafts, reviews, updates, and complies with Hanford plans, requirement documents, procedures, and desk guides related to FNA program, OFT requests, pre‑suitability investigations, and USAccess Sponsor role holder as specified under this position.
- Communicates and distributes updates to ensure all stakeholders understand and comply with current processes related to FNA program, Official Foreign Travel requests, pre‑suitability investigations, and HSPD-12 PIV credential processing.
- Recommends and help implement clarification and improvements in procedures.
- Ensure managers identify and include employees in required FNA process training.
- Conducts Software Quality Assurance (SQA) testing on Hanford software and participates in development discussions, setting priorities, and helps ensure all data is captured in the specified system(s).
- Processes and completes requests in support of administering the Official Foreign Travel program that aligns travel needs with mission needs with, including coordinating timely forecasts for HMIS and Other Hanford Contractors (OHC) travel.
- Reviews and processes all Official Foreign Travel requests, ensuring they comply with DOE requirements and site‑specific policies.
- Ensures that travelers submit required forms and information, such as the Foreign Travel Management System (FTMS) entries, at least 60 days prior to departure.
