R2378### ESSENTIAL TASKSThe tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary.
Develops, manage and conducts comprehensive watershed management and/or Total Maximum Daily Load (TMDL) plans through the collection and analysis of land use and resource information, identification and clarification of stakeholder concerns, establishment of goals, and supporting locally initiated strategies.
Develops and manage activities and programs for the Richland County Stormwater Management Division in support of the Richland County National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) Phase I program that may include Best Management Practices (BMPs) restoration projects, watershed and water quality protection projects, natural resource conservation programs, and other activities.
Apply for and oversee grants that can assist in the development and/or implementation of stormwater projects. Keep track of cost share information. Maintain financial records necessary to manage any grants. Keep projects on time and on budget.
Serve as a liaison to the various environmental groups in Richland County. Provide leadership to develop strong working relationships among stakeholders in the community and other federal, state, local government.
Represents the Stormwater Management Division and work to develop, coordinate and conduct cooperative stormwater programs with but not limited to other County Departments and Divisions, state and local governments, non-profits and citizen groups.
May inspect drainage systems, drainage channels, ponds, and other stormwater management features for compliance with applicable stormwater regulations, and monitor and collect water samples from various sources for the presence of indicator pollutants; interprets data from laboratory reports.
Represents Richland County Stormwater Division and Department of Public Works in local statewide and national education conferences and workshops.
Performs general administrative and clerical work as required, including attending meetings, preparing reports and correspondence, entering and retrieving computer data, preparing spreadsheets, copying and filing documents, sending and receiving faxes, answering the telephone, etc.
Compiles data for and prepares a variety of records and reports as required by the department, County and/or regulatory agencies; maintains assigned databases.
Attends meetings, training, seminars, etc., as appropriate to maintain knowledge of current legislation, trends and technology in stormwater management.
** VOCATIONAL/EDUCATIONAL PREPARATION:
** The position requires a Bachelor’s degree in science, environmental science, engineering, program management. Completion of a Master’s degree or completion of work toward a Master’s degree is preferred.
** SPECIAL CERTIFICATIONS AND LICENSES:
** Must possess a valid state driver’s license.
** EXPERIENCE REQUIREMENTS:
** Requires a minimum of two (2) years of professional-level experience in stormwater management, engineering, environmental science, or project management.
