HMIS is seeking a Hanford Site-Wide Inter-Contractor Assurance System (iCAS) Program Manager who will report to the Performance Integration Manager and is responsible for leading, managing, and coordinating the site-wide assurance system activities, project initiatives, iCAS software management, and iCAS configuration responsibilities.

Job Duties /Scope Of Work Program & Governance Leadership
  • Develop, maintain, and implement site-wide iCAS software governance, processes, standards, and program documentation.
  • Function as the Subject Matter Expert responsible for configuration management of the Contractor Assurance System (CAS) software and the Site-Wide business standard for CAS.
  • Maintain awareness of DOE orders, contractual requirements, industry standards, and site governance requirements related to the iCAS system.
  • Coordinate review, approval, and implementation of iCAS program changes related to governance documents, business processes, and shared system configurations.
  • Facilitate collaboration among DOE organizations, contractors, vendors, and key stakeholders.
  • Represent the iCAS program in management briefings, governance meetings, assessments, and external reviews.
Project Management & Strategic Initiative Support
  • Plan, coordinate, and manage projects and strategic initiatives supporting CAS and iCAS objectives.
  • Develop project plans, schedules, resource requirements, and implementation strategies.
  • Monitor scope, schedule, budget, risks, and deliverables; track progress and report status to management and governance bodies.
  • Coordinate testing, deployment, readiness reviews, and post-implementation evaluations.
System Configuration & Technical Authority
  • Serve as software owner for iCAS, responsible for configuration management and maintaining Software Quality Assurance (SQA) documentation.
  • Function as the day-to-day interface with software vendor representatives and Hanford customers.
  • Maintain site-wide iCAS configuration standards, shared reference data, governance controls, and system documentation.
  • Administer site-wide change, review, approval, and configuration control processes.
Business Analysis, System Support & Enhancements
  • Define, evaluate, prioritize, and manage business requirements for iCAS functionality, enhancements, workflows, and reporting capabilities.
  • Coordinate software upgrades, releases, vendor activities, and production implementations.
  • Perform system testing, acceptance validation, and implementation planning for modifications.
  • Monitor system performance, data integrity, reporting accuracy, and governance compliance.
Training, Communication & Organizational Change Management
  • Develop and deliver training, workshops, presentations, demonstrations, and user support materials.
  • Support organizational change management for new business processes and system implementations.
  • Coordinate communications regarding program initiatives, system changes, and governance decisions.
Basic Qualifications
  • Bachelor's degree in business, information systems, engineering, or related field, or an equivalent combination of education and experience.
  • Minimum of 8 years in project management, program coordination, or system administration role.
  • Demonstrated ability to interpret and apply regulatory requirements, including Department of Energy (DOE) orders and contractual obligations.
  • Experience managing enterprise systems, configuration control processes, or software governance.
  • Ability to communicate effectively with DOE, contractors, vendors, and cross-functional teams.
  • Strong analytical skills, including requirements gathering, business process evaluation, and data analysis.
  • Proficiency in planning, scheduling, monitoring project performance, and reporting status.
