The Program Manager (PM) serves as the single point of contact (POC) for all contractual, technical, and administrative matters in support of the Department of Homeland Security (DHS), Science & Technology Directorate (S&T), Finance & Budget Division (FBD). The PM is responsible for the overall management, coordination, and execution of all work performed under the Statement of Work (SOW), ensuring high-quality, timely, and compliant delivery of services across all task areas.

The Program Manager provides leadership and oversight for contractor personnel, manages performance against cost, schedule, and quality objectives, and maintains continuous communication with the Contracting Officer (CO) and Contracting Officer’s Representative (COR). This position is designated as Key Personnel under the contract and is critical to mission success.

Contract & Program Management
  • Serve as the single POC for DHS CO and COR for all contract-related matters.
  • Manage and oversee all contractor activities across SOW task areas, ensuring compliance with DHS policies, federal regulations, and contract requirements.
  • Develop, execute, and maintain the Contract Management Plan, Transition-In Plan, and Transition-Out Plan.
  • Track task execution, milestones, deliverables, risks, and dependencies across all functional areas.
  • Ensure continuity of services and appropriate backfill of personnel in accordance with DHS requirements.
Performance & Reporting
  • Lead and conduct weekly status meetings and provide Weekly Progress Reports to the Government.
  • Prepare and submit Monthly Progress Reports detailing technical progress, cost performance, risks, and projections.
  • Monitor labor utilization, cost trends, and schedule performance to proactively address issues and variances.
  • Ensure all deliverables meet quality standards prior to Government submission.
  • Provide direction, mentorship, and performance oversight to contractor staff.
  • Coordinate onboarding, security processing, and DHS suitability requirements for personnel.
  • Ensure contractor personnel understand DHS mission objectives, organizational structure, and operational priorities.
  • Enforce professional conduct, security compliance, and records management requirements.
Stakeholder Engagement
  • Maintain effective working relationships with DHS senior leadership, program managers, and functional stakeholders.
  • Communicate complex financial, operational, and programmatic information clearly and professionally.
  • Proactively identify issues that could impact performance and notify the CO and COR in a timely manner.
Requirements

Required Qualifications Education
  • Bachelor’s degree (B.A. or B.S.) from an accredited college or university (required)
  • MBA, MA, or MS (preferred)
General Experience
  • Minimum of ten (10) years of experience managing and executing complex or technical programs
  • Demonstrated experience providing leadership, advice, and counsel to Government and contractor staff
Specialized Experience
  • At least five (5) years of direct supervision of a government financial support program
  • Experience managing multi-disciplinary teams supporting federal financial operations, internal controls, or audit environments
Clearance / Suitability
  • Must be able to successfully pass DHS suitability (Public Trust) and comply with DHS security requirements
Core Competencies & Skills
  • Strong verbal and written communication skills with senior executives and Government officials
  • Proven ability to manage multiple priorities under competing deadlines
  • Ability to operate independently while collaborating effectively in a team environment
  • Proficiency in Microsoft Office products, including Microsoft Teams, PowerPoint, Excel, Word, and Outlook
  • Strong organizational, analytical, and problem-solving skills
  • Knowledge of federal financial management, internal controls, and compliance frameworks preferred]
