About the OpportunityAs an HR Business Partner, you’ll play a pivotal role in shaping a high-performing and inclusive workplace in a complex, unionized environment. You’ll work alongside executive leaders, translating business priorities into actionable HR strategies that drive results and impact. This is a senior, hands‑on generalist role where you’ll own initiatives end‑to‑end, partner with leaders on workforce planning, and advise on organizational and labour matters.
You’ll join a dynamic People Experience team within a federal/provincial setting, engaging with multiple unions, coaching leaders, and helping to elevate HR practices across the organization. With 10+ years of experience, you’ll bring expertise in labour relations, organizational development, and executive‑level influence to a role that matters for both employees and the broader business.

Your Responsibilities- You’ll act as a strategic partner to senior and executive leaders, translating plans into HR outcomes.
- In this role, you’ll lead workforce planning, talent strategy alignment, and initiatives that enhance organizational effectiveness.
- You’ll advise on complex employee and labour relations issues, including grievances across multiple unions.
- You’ll coach and influence leaders to strengthen leadership capability, accountability, and culture.
- You’ll design and evolve HR programs and policies, including performance, succession planning, DEIB, and workforce planning.
- You’ll leverage workforce and engagement data to inform strategy and decision‑making.
- You’ll mentor HR colleagues and contribute to the growth and excellence of the People Experience function.
- 10+ years of senior HR experience in complex, unionized environments with multiple unions and grievance management.
- Hands‑on generalist HR experience; able to lead independently without heavy reliance on Labour or Employee Relations teams.
- Experience in federal or provincial environments preferred, with strategic advisory influence at a management level.
- Strong competencies in labour relations, organizational effectiveness, change management, and leadership coaching.
- Ability to present insights and recommendations to executive leaders confidently.
- Strong interpersonal, communication, and influencing skills to partner effectively across all levels of the organization.
