This Senior Air Quality Engineer will lead one or more source testing programs, provide senior-level leadership and expertise to lower-level staff, and perform highly complex source test assignments. Responsibilities include coordinating or performing field, shop, and office source test duties; specifying equipment; operating instruments; applying methodologies; assessing regulatory compliance; developing air pollution abatement and process system engineering solutions; gathering, reducing, and analyzing data;

participating in work groups; preparing reports; reviewing contractor work; and managing source test contracts.

• Lead and coordinate source testing programs for regulated facilities such as petroleum refineries, power plants, manufacturing facilities, wastewater treatment plants, landfills, and gasoline dispensing sites.
• Develop and apply source test methodologies, conduct equipment purchase specifications, and ensure accurate measurement of pollutant emissions.
• Collect, reduce, and analyze source emission data; prepare and review technical reports and protocols.
• Perform detailed engineering calculations, model air pollutant dispersion, and create inventory inputs for emission models.
• Contribute to permit processing, compliance audits, and risk assessments for complex industrial facilities.
• Provide training, work oversight, and technical guidance to engineering staff on routine and complex tasks.
• Review permit and enforcement files, prepare variance requests and violation notices, and may testify on behalf of the District.
• Serve as a technical expert in meetings with external agencies, industry, and environmental groups; act as expert witness before the Hearing Board.
• Write and revise computer programs, manage data integrity, and develop procedures for emission calculations and forecasting.
• Coordinate toxic risk screening, risk assessment analysis, and emissions modeling for regulatory compliance.
• Maintain up-to-date knowledge of motor vehicle technology, fuels, and testing procedures.
• Represent the District in research, planning, and regulatory development activities.

• Knowledge of the specialty area to which assigned.
• Familiarity with the authority and functions of governmental agencies involved in air pollution control and environmental regulations.
• Understanding of air quality engineering principles and practices.
• Proficiency in air pollution analysis techniques, control methodologies, and equipment.
• Knowledge of applicable District rules, regulations, state, and federal laws.
• Knowledge of computer science principles, programming, and database structures.
• Understanding of industrial chemical processes and pollution control equipment.
• Skill in applying engineering principles to complex air quality matters.
• Ability to perform complex engineering calculations quickly and accurately.
• Experience in detailed analyses of designs, specifications, and plans.
• Capability to coordinate a variety of engineering studies and projects.
• Strong relationship‑building skills with internal and external stakeholders.
• Excellent written communication for clear and concise reports.
• Sound independent judgment in decision making.

Graduate from a four‑year college or university with major coursework in environmental, chemical, mechanical, or petroleum engineering or a closely related field and provide two years of air quality environmental engineering experience at a level equivalent to Air Quality Engineer II. A directly related graduate degree may be desirable and can substitute one year of experience.

• Valid California driver’s license.
• Must pass a physical exam and lift test for occasional physical duties.

This field and office position may offer a hybrid work schedule depending on assignment and operational needs.
