Position: Community Navigator / Job Developer

Center Point is seeking a compassionate and experienced leader to serve as a Community Navigator / Job Developer for our new Contra Costa County Day Reporting Center (DRC) in San Pablo, CA. This innovative program is anticipated to launch around July 1, 2026, under contract with the California Department of Corrections and Rehabilitation (CDCR), Division of Rehabilitative Programs (DRP), and will provide services to adults on parole.

We are beginning the recruitment process now in anticipation of hiring for this position on or after July 1, 2026.

About the Position

The Community Navigator / Job Developer is responsible for connecting participants with employment, education, vocational training, housing, behavioral health services, and other community-based resources that support successful community reintegration and long-term stability. This position combines direct participant support, workforce development, and community resource coordination within a CDCR Day Reporting Center serving the Adult Parole population.

The Community Navigator / Job Developer works closely with participants to identify barriers to employment and stability, develop individualized vocational and reintegration goals, and connect participants to supportive services and career opportunities. This role also develops and maintains collaborative relationships with employers, educational institutions, community agencies, and public service providers to expand participant access to resources and opportunities.

As this is a new program launch, this position will play an important role in developing community partnerships, creating employment pathways, and supporting a participant-centered reentry program focused on reducing recidivism and increasing self-sufficiency.

Key Responsibilities
  • Assess participants to determine employment, vocational training, and career technical education (CTE) needs.
  • Assist participants in developing occupational, educational, and reintegration goals.
  • Provide job readiness services including resume writing, mock interviews, communication skills, workplace expectations, and time management.
  • Connect participants with employers, vocational programs, educational institutions, workforce development programs, and community-based resources.
  • Develop and maintain a network of community providers and referral resources to support participant reintegration.
  • Assist participants with obtaining identification documents, employment eligibility documentation, and public benefits.
  • Provide information and referrals related to record expungement and Certificates of Rehabilitation.
  • Support participants in securing employment, educational enrollment, and vocational training opportunities.
  • Maintain ongoing communication and follow-up with employers, providers, and participants regarding participant progress and service engagement.
  • Develop collaborative working relationships with local employers, behavioral health providers, housing providers, and government agencies.
  • Maintain accurate participant documentation, referrals, follow-up records, and service tracking activities.
  • Participate in multidisciplinary case conferences and collaborate with program staff regarding participant progress and barriers.
  • Assist with data collection, reporting activities, and continuous quality improvement initiatives.
  • Promote culturally responsive and participant-centered service delivery practices.
  • Support evolving program operations and participant service needs in a dynamic reentry services environment.

Minimum Qualifications
  • Associate of Arts (AA) or Associate of Science (AS) degree from an accredited college or university or equivalent and a minimum of two (2) years of experience in workforce development, employment services, case management, community resource coordination, or related services for justice-involved populations; OR,
  • Minimum of four (4) years of experience working in employment services, vocational support, community navigation, or a similar position serving justice-involved populations.
  • Experience working with justice-involved individuals, specifically Adult Parole populations, strongly preferred.
