Position: Code Enforcement Inspector (Part-Time)

General Definition of Work

Performs intermediate technical work inspecting residential dwellings, responding to citizen complaints and addressing blighted properties, and related work as apparent or assigned. Work is performed under the limited supervision of the Chief Code Enforcement Officer.

Essential Functions
  • Receives and responds to citizen complaints and reports from other agencies and departments on alleged violations of related municipal codes and ordinances; interviews complainants and witnesses; addressing blighted areas conducts investigations and provides recommendations for resolution.
  • Initiates contact with residents, owners, renters, or other persons to explain and correct various problems, such as those threatening public health and safety or creating a blighting influence to adjoining properties.
  • Conducts interior and exterior inspections of residential dwellings, alley ways and blighted properties; ensures compliance with applicable federal, state and city codes; nuisances include weeds, grass, shrubbery, trash and other debris.
  • Periodically assists the Crew Leader and Laborers as needed; removes and disposes of hazardous materials, bed bugs, biting insects, mouse droppings.
  • Initiates contact with residents, owners, renters, or other persons to explain and correct various problems, such as those threatening public health, safety or creating a blighting influence to adjoining properties.
  • Assists architects, engineers, contractors, council members and others in resolving code issues.
  • Prepares, organizes and maintains specific case records/documentation for potential court appearances.
  • Posts number of inspections and related information on daily log; prepares various inspection reports to submit to Chief Officer and various city agencies; operates computer to enter, process, and acquire data relative to complaints, inspection sites, and effective code enforcement; researches complaints.
  • May issue tickets, issues cut orders and submits Housing Inspection Reports required by Richmond City Code
  • Prepares for court appearances when needed.
Knowledge,

Skills and Abilities

General knowledge of the application of laws, rules and regulations, policies and procedures relating to building inspections; thorough knowledge of exterior inspections of various industrial, commercial, and residential dwellings, alley ways and blighted properties; skill in the use of personal computers, associated software packages, hardware, and peripheral equipment; skill in data gathering, analysis and compilation technique for report preparation; skill in dispute resolution;

ability to understand, interpret, explain and apply policies and procedures; ability to communicate effectively orally and in writing; ability to exercise sound judgment in analyzing situations and in reaching decisions quickly; ability to deal effectively with people from diverse backgrounds; ability to drive safely under various traffic road and weather conditions in carrying out daily inspection schedules over a wide geographical area;

ability to conduct a high volume of inspections efficiently and effectively; ability to conduct thorough inspections, accurately document conditions that do not meet standards, and prepare clear and concise reports; ability to use acute observational skills to identify dwelling unit problems which others have attempted to hide; ability to read maps and locate streets and addresses quickly and efficiently; ability to manage a high volume of on-site interactions and demonstrate tact and sensitivity to issues involved;

ability to establish and maintain effective working relationships with associates, supervisors, property owners, contractors, business and community leaders, elected officials, vendors, regulatory agencies, Court, other departments, engineers, architects, specialized inspectors, and the general public.

Education and Experience

High School diploma or GED and moderate experience with customer service, dealing with citizens and violation letters, municipal codes and ordinances, inspection and investigation skills, sensitivity training or equivalent combination of education and experience.

Physical Requirements

This work requires the frequent exertion of up to 50 pounds of force and occasional exertion of over 100 pounds of force; work regularly requires speaking or hearing, using hands to finger, handle or feel, climbing or balancing, reaching with hands and arms and repetitive motions, frequently requires standing and occasionally requires walking, sitting, stooping, kneeling, crouching or crawling and pushing or pulling;
