Public Health Grants Manager

Schedule: Monday–Friday, 8:00 AM–4:30 PM EST

Pay Rate: $30–$32/hour

Contract Length: Long-term contract opportunity, up to 5 years

We are seeking an experienced Public Health Grants Manager to support a large-scale, federally funded initiative focused on strengthening healthcare delivery and improving health outcomes across rural Kentucky.

This position will serve as a key liaison to participating local health departments (LHDs) and will be responsible for overseeing program allocations, grant and contract compliance, financial monitoring, and adherence to federal funding requirements. The Grants Manager will work closely with internal program teams and external partners to develop processes, guidance, and resources that support successful program implementation.

• Serve as a primary point of contact for participating local health departments regarding program allocations, contracts, compliance requirements, questions, and implementation needs.
• Build and maintain strong working relationships with local health departments and other program partners.
• Monitor program allocations and review monthly financial drawdowns and expenditures.
• Ensure expenditures comply with federal funding requirements and applicable allowability guidelines.
• Support compliance with Uniform Guidance (2 CFR Part 200) and other federal grant requirements.
• Develop and implement workflows and processes for effective grant monitoring and oversight.
• Collaborate with internal program teams and external partners to develop and refine processes supporting local health department engagement and implementation.
• Develop guidance documents, tools, resources, and other materials to help local health departments successfully meet program requirements.
• Monitor reporting requirements and ensure participating departments submit accurate and timely information.
• Collaborate with data and evaluation teams to support program data collection, reporting, and evaluation.
• Collect and document program outcomes, performance metrics, and success stories demonstrating the initiative’s impact.
• Perform additional grant management and program support responsibilities as needed.

• Bachelor's degree in Accounting, Finance, Business Administration, Public Administration, or a closely related field.
• Minimum of 3 years of progressively responsible experience in internal auditing, external auditing, or grant compliance.
• Demonstrated experience with federal grants management and compliance

• Working knowledge of Uniform Guidance (2 CFR Part 200).
• Experience reviewing financial activity, expenditures, or grant-related documentation for compliance.
• Strong organizational skills with the ability to manage multiple stakeholders, reporting requirements, and deadlines.
• Strong written and verbal communication skills with the ability to provide guidance and communicate requirements to external partners.

• Master's degree in Accounting, Business Administration, Public Administration, or a related discipline.
• Experience with in a governmental, nonprofit, healthcare, or public health environment

• Experience conducting Single Audits or serving as an auditee liaison
  .
• Previous experience supporting federally funded programs involving multiple community or governmental partners.

This role supports a multi-year, federally funded statewide initiative designed to strengthen healthcare infrastructure and improve access to care in rural communities throughout Kentucky. The program brings together state, local, healthcare, and community partners to implement and measure initiatives addressing critical rural health needs.

The successful candidate will play an important role in ensuring federal funding is appropriately managed, local partners have the resources and guidance they need, and program requirements and outcomes are accurately monitored throughout the initiative.
