Job Duties

This role supports new and existing child care centers and family day homes in becoming publicly-funded birth-to-five Early Childhood Care and Education (ECCE) providers in Virginia. The position advances the Virginia Department of Education’s (VDOE) activities related to access and enrollment across Virginia’s unified early childhood system by focusing on providing direct support to current and prospective publicly-funded ECCE providers, with the goal of increasing the supply of publicly-funded child care in the Commonwealth.

The role contributes to effective program administration by:

  • Coordinating Child Care Subsidy Program (CCSP) provider onboarding and processing required documentation
  • Managing provider updates, ensuring timely maintenance of system information, and helping keep internal and provider-facing resources up to date
  • Responding to provider inquiries professionally and approachably, both in writing and by telephone
  • Assisting with payment resolution and addressing provider attendance and payment discrepancies promptly
  • Supporting provider compliance and retention in the CCSP, in coordination with other VDOE teams and VDSS partners
  • Ensuring data integrity by identifying discrepancies and collaborating with colleagues to correct data entries across key systems—including case management, licensing, quality, and attendance data systems—to maintain accurate provider records

This role requires close collaboration with internal VDOE teams (e.g.; OCCHS, VQB5) and external partners—including VDSS and Ready Regions—and is expected to contribute feedback to improve processes, internal resources, and provider-facing materials. Through these responsibilities, the position plays a critical role in supporting providers, safeguarding program integrity, and ensuring families and children have consistent access to high-quality services.

Minimum Qualifications
  • Knowledge of Virginia’s Child Care Subsidy Program’s requirements (inclusive of participation, health and safety, attendance, and payment processes) and related systems (such as VaCMS, Child Care PASS, and licensing)
  • Skill in professional communication, both verbal and written, with the ability to convey complex information in a clear, accessible manner to child care providers and collaborating partners
  • Strong attention to detail in note taking, reviewing documents, processing records, and reconciling system data
  • Ability to maintain organized, accurate documentation to support program accountability
  • Experience providing training and technical assistance to child care program owners and operators, particularly family day homes
  • Ability to review, process, and maintain sensitive documentation and digital records securely and accurately
  • Ability to research, analyze, and resolve inquiries and discrepancies in a high-volume environment while meeting deadlines
  • Ability to collaborate effectively with partner agencies and internal teams
  • Ability to identify opportunities for process improvement and provide constructive feedback to enhance provider-facing and internal workflows
  • Proficiency with Microsoft Office Suite (including file sharing in SharePoint, word processing, spreadsheets, and presentation software) and online data collection systems
  • Flexibility to adapt to new tasks, priorities, and special projects
