Overview
VITA's Enterprise Sourcing team within Supply Chain Management is seeking an Enterprise Sourcing Specialist (ESS) to be responsible for the sourcing and execution of Enterprise sourcing and contracts for IT solutions, goods and services. This position assists customers (Commonwealth Executive Branch Agencies and other public bodies) in identifying how to solve IT business problems, and facilitates the process of evaluating, negotiating and selecting solutions that provide the best value to the Commonwealth and align with the Virginia Public Procurement Act (VPPA).
This includes leading customers and stakeholders in the development of requests for information (RFI) and requests for proposal (RFP) documents, leading teams in evaluating supplier responses and proposals, negotiating complex contracts with suppliers and executing contract awards.
This position will serve on cross-functional sourcing teams and support the development of IT infrastructure sourcing strategy by conducting proactive market research and data and trend analysis. This position will work with other Enterprise Sourcing team members on a regular basis, including other sourcing professionals as well as financial/data focused groups to enhance automation and continual process improvement.
This position will work collaboratively with commercial contract managers, VITA service owners, financial analysts, the Multi Services Integrator and all other VITA and supplier stakeholders to ensure continual improvement of VITA’s sourcing and market engagement process and effective future sourcing.
Responsibilities- Lead customers and stakeholders in the development of RFI and RFP documents
- Lead teams in evaluating supplier responses and proposals
- Negotiate complex contracts with suppliers and execute contract awards
- Collaborate with cross-functional sourcing teams to support IT infrastructure sourcing strategy
- Conduct proactive market research and data/trend analysis to inform sourcing decisions
- Work with Enterprise Sourcing peers and financial/data groups to enhance automation and process improvement
- Collaborate with contract managers, service owners, financial analysts, and other stakeholders to improve sourcing processes
- Required/Desired Skills – Superior written and oral communication skills and the ability to communicate clearly and professionally with all types of stakeholders
- Experience executing requests for proposals (RFPs)
- Demonstrated knowledge of contract development
- Ability to analyze and negotiate complex high-value contracts
- Ability to interpret procurement law and policies
- Ability to use existing templates and work instructions to complete tasks
- Ability to work independently with limited supervision
- Ability to lead cross-functional teams and work with all levels of staff and the general public
- Bachelor’s degree, preferably in business, information systems, compliance, legal, or related field, or commensurate experience
- Ability to work with Enterprise Sourcing peers to collectively problem solve and brainstorm solutions that can be uniformly applied
- State or local VA state agency procurement experience beneficial; professional references a plus if prior VA state agency experience
