The State Corporation Commission (SCC) seeks two Project Managers to join the Health Benefit Exchange (HBE) division. The Health Benefit Exchange operates Virginia’s Insurance Marketplace with a mission to increase access to affordable and reliable health coverage for Virginians who are not insured by their employer, Medicaid, or Medicare. Launched in November 2023, the Marketplace is Virginia’s own state-based health insurance marketplace where consumers can shop for, compare, and purchase health insurance plans.
Reporting to the Program Operations Manager, Project Managers support IT program operations by managing projects and collaborating with business users and stakeholders to develop project plans, scope, outcomes, and requirements. - Manage projects from inception to completion, ensuring they meet scope, outcome, timeline, and budget requirements
- Create long- and short-term plans, including setting targets for milestones and adhering to deadlines
- Work with stakeholders and business users to elicit and define project scope, outcomes, and requirements
- Lead and coordinate cross-functional teams, ensuring effective communication and collaboration among team members
- Make effective decisions when presented with multiple options for how to progress with the project
- Serve as a point of contact for teams when multiple units are assigned to the same project to ensure team actions remain aligned with desired outcomes
- Perform quality control on the project throughout the duration to maintain the standards expected
- Adjust schedules and targets on the project as needs change
- Identify potential project risks and develop mitigation strategies to minimize their impact on project outcomes
- Collaborate with vendors to develop, maintain, and execute project schedules to achieve required enhancements on schedule; includes working with internal division stakeholders to meet project timelines
- Actively participate in meetings, record decisions and action items (with assignments), and prepare reports
- Maintain accurate project documentation, including plans, progress reports, meeting notes, financial statements, and/or final project documentation
- Ensure adherence to strategic roadmaps and provide input to prioritization efforts by analyzing project alignment with key regulatory deadlines, operational risk exposure, and projected impact on program integrity
- Translate business needs into functional specifications to guide vendor solutions, system enhancements, and process improvement
- Perform related work as needed
- Four or more years of professional experience as a project manager
- Experience in health-related projects such as the health insurance industry, Medicaid, Medicare, and/or Affordable Care Act/Marketplace lines of business is preferred
- Experience working with multiple vendors and business stakeholders to plan for and execute operational activities
- Experience with operational work activities and processes to improve organizational efficiency and effectiveness
- Ability to gather, document, and validate business requirements from stakeholders
- Strong analytical skills to conduct project risk analysis, effectively communicating exposure and mitigation strategies to leadership
- Experience developing processes and procedures and leading business stakeholders through such development
- Ability to multi-task in a face-paced operational environment
- Ability to quickly adapt to rapid changes that may come from new requirements generated both internally and externally to HBE
- Strong, effective, interpersonal and communication skills (verbal and written)
- Proficient in standard workplace applications, specifically the Microsoft toolset (e.g., Office, SharePoint, Teams, Visio, Project, Power
BI) - Knowledge of project management methodologies and tools
- Designations or certifications such as Project Management Professional (PMP) or Business Analyst are a plus
- Bachelor’s degree in business management, computer science, information systems, or related field is preferred but not required with sufficient professional experience and training
