VIB Procurement Buyer
Join VIB in strengthening employment opportunities for Virginians who are blind, visually impaired, or deafblind by serving as a key procurement professional supporting our self-funded, mission-driven operations.
Job Duties:
- General procurement and contracting
- Securing quotes
- Communication, troubleshooting, and problem-solving
- Consulting with the supervisor on sensitive vendor or end-user issues as they arise
- Staff support
- Filing
- Providing support and backup to the VIB Procurement Officer for solicitations, including UIFB, IFB, sole-source actions, and related processes
Other duties and/or special projects as assigned. Completes duties and/or projects as needed or directed by supervisor.
Minimum Qualifications:
Knowledge:
- Working knowledge of state procurement laws, including but not limited to the Virginia Public Procurement Act (VPPA) and the Agency Procurement and Surplus Property Manual (APSPM).
Skills:
- Demonstrated skill in using automated procurement systems, e-commerce platforms, and inventory management tools.
- Strong attention to detail.
- Strong oral and written communication skills; demonstrated telephone and customer service skills.
- Proficiency with automated purchasing software, MS Word, Excel, and database management.
Abilities:
- Demonstrated ability to process purchase requisitions into purchase orders in accordance with established policies and procedures supporting base supply operations.
- Demonstrated ability to interpret specifications and complete purchase orders in accordance with applicable policies and procedures.
- Ability to work effectively in a high-volume environment.
- Ability to establish and maintain effective working relationships with vendors and internal end users.
Additional Considerations:
- Training in business or another related field.
- Completion of VCA, VCO, CPPB, or other equivalent procurement certification.
- Experience using eVA or similar procurement systems.
- Knowledge and/or experience with VIB procurement processes
