Title

Deputy Director, Division of Purchases & Supply - P0204

Responsibilities
  • Lead and manage the bureaus within the Division of Purchases & Supply, including Policy, Consulting & Review;
    Strategic Sourcing & Contracting; eVA Procurement;
    Virginia Institute of Procurement; and the Virginia Distribution Center.
  • Assist the Division Director in leading, directing, and advancing the Division’s mission as outlined in Title 2.2, Chapter 11, § 2.2‑1109 et seq. of Virginia Code, and in accordance with the Virginia Public Procurement Act (VPPA).
  • Interact with public and private senior officials throughout the Commonwealth to promote and support effective procurement practices.
  • Ensure that all procurement procedures comply with the Code of Virginia and relevant statutes.
  • Implement and oversee hybrid telework arrangements, allowing up to two telework days per week after six months of satisfactory performance.

Minimum Requirements
  • Extensive experience leading teams in highly complex, multi‑divisional, or multi‑agency environments.
  • Extensive experience executing a variety of highly complex public sector procurements, including interaction with executives about procurement‑related issues.
  • Extensive knowledge of public procurement policies, regulations, and procedures.
  • Extensive knowledge and experience with contract management and contract law throughout the entire contract life‑cycle.
  • Experience developing and implementing policies and procedures to govern procurement and contract administration operations.
  • Extensive knowledge and understanding of strategic sourcing concepts and procurement principles for diverse goods and services.
  • Familiarity with executive and legislative budget processes.
  • Experience with e‑procurement systems.
  • Strong analytical, decision‑making, and data‑analysis skills, including development of financial forecasts and business models.
  • Exemplary written and oral communication skills, including executive‑level presentation development.
  • Ability to function independently, manage multiple priorities, and work effectively in a fast‑paced, stressful environment.
  • Excellent problem‑identification and problem‑solving skills.
  • Excellent interpersonal skills with a record of fostering teamwork, mentoring, and training others.
  • Advanced computer skills with office automation software (word processors, spreadsheets).

Additional Considerations
  • VCO or similar procurement certification (e.g., CPPB or CPPO). Candidates without a VCO must attain one within the first year of employment.
  • Virginia Contracting Master (VCM) certification.
  • Extensive experience interpreting federal and state procurement and contracting laws and regulations.
  • Experience with Virginia’s legislative process.
  • Extensive experience with automated procurement systems, e‑commerce, and material management operations.
  • Extensive experience with the eVA procurement software, including reporting modules and dashboards.
  • Comprehensive understanding of the Department of General Services’ organizational structure and mission.
