Procurement Officer

Position Code 19151-SW. FLSA Exempt. Pay Band 04. Full-time.

Work Schedule

Monday – Friday, 8am – 5pm.

Telework options:
Available. Telework subject to change based on business needs.

Responsibilities
  • Solicits and issues contracts for goods and services as needed by SSC customers utilizing a variety of simple and complex procurement methods.
  • Receives demand signals and purchases goods and services above the small purchase threshold.
  • Ensures that all purchases are performed accurately, timely and in accordance with applicable state laws & policies and VCCS policies.
  • Employs best business practices to continuously improve performance, compliance, efficiency, and effectiveness.
Additional Assignments

May be required to perform other duties as assigned and may assist the agency or state government during emergency declarations by the Governor.

Qualifications and Skills
  • Knowledge of governmental procurement principles and ability to follow procurement policy and standard operating procedures.
  • Ability to make sourcing decisions for moderately complex to complex procurement of supplies, equipment, and services.
  • Ability to develop and comprehend moderately complex solicitation and contract documents, including interpretation of procurement law and policies.
  • Proficient in automated procurement systems (e-procurement) to review and process requisitions through purchase orders and acknowledgments.
  • Analytical skills to evaluate quotes, bids, and proposals and make purchasing decisions.
  • Full management of the procurement process from need through purchase order, including order status and invoicing discrepancies.
  • Completion of assignments following procedures & processes within the policies & laws.
  • Strong verbal and written communication skills.
  • Maintains confidentiality.
  • Proficient in MS Office and required computer hardware/software.
  • Works effectively with a wide range of constituencies.
Demonstrated Ability
  • Sound judgment, problem‑solving, and attention to detail in a fast‑paced, team‑oriented, customer‑service environment.
  • Provides exceptional customer service to internal and external customers in a professional manner.
Minimum Qualifications
  • Minimal procurement experience such as contract management, renewals, and contract discrepancies.
  • Experience in a customer‑service environment.
  • Current Virginia Contracting Officer (VCO) certification or ability to obtain Virginia Contracting Associate (VCA) certification within one year of hire and VCO within two years.
Additional Considerations
  • Procurement experience in higher education and/or state government.
  • Working knowledge of Commonwealth of Virginia & VCCS procurement policies (VPPA, APSPM, etc.).
  • Working knowledge of eVA (state procurement system) and AIS/People Soft.
  • Professional procurement certification(s): VCO, CPPB, CEPP or other nationally recognized certification.
