Important to note before submitting:
The agency manager requires that the selected candidate be available ON SITE (5 days/week) for the first 2‑3 weeks until the manager is comfortable that the contractor is up and running with all internal processes. After that, the regular schedule will be 4 days/week ON SITE, 1 day remote. If you cannot agree to this arrangement, please do not submit.

This is a 6‑month Contract‑to‑Hire role. Candidate cannot be hired by the agency before that time period.

Candidate MUST be interested and eligible for full‑time hire after 6 months (Green‑card holder or US citizen only).

Be advised:
There are NO guarantees they will be hired as FTE – you will still need to apply and interview internally for the full‑time role. Salary/compensation for the FTE can be discussed at a later date or if an interview is requested.

About

The Role

This team at VITA manages multiple contracts. Separate NDAs for VITA (around the contracts they support) will apply, if selected.

Responsibilities:

  • Assisting the TCSM (Telecommunications & Supplier Management Team) with documentation, oversight, and contract and supplier management for the Telecommunications Contracts under our purview.
  • Background knowledge of Virginia’s Public Procurement Act (VPPA); if unknown, willingness to learn, read, understand legislation, and determine how it can be applied to the technology contracts.
  • Managing Telecommunications Contracts & Suppliers; a solid foundation in this area is required.
  • Evaluating and suggesting contract language and making associated recommendations.
  • Assisting with the management of Supplier performance issues.
  • Understanding how services must work together to meet the end‑to‑end business needs of the customer.
  • Experience understanding and applying Service Level Agreements, and reporting to manage Supplier performance and adherence to contracts.
  • Demonstrated ability to learn and use technology to convey issues and oversee work.
  • Demonstrated experience developing and documenting processes and using VISIO, Word, Excel, PowerPoint, SharePoint (or similar tools).
  • Demonstrated high‑level verbal and written communication skills.
  • Experience working with and influencing stakeholders at all levels across supplier and customer organizations.
  • Ability to work under tight deadlines and manage multiple simultaneous efforts.
  • Experience working with matrixed teams.

The selected candidate will work closely with existing staff to understand the needs and operations of the unit and will provide coverage when these individuals are out of the office. Through training, the individual will learn to act as a subject matter expert for efforts related to the procurement of Telecommunications Contracts (all aspects: wireless, wireline, broadband, and network).

The candidate will also assist VITA customers in procuring the best services for their needs. The role will provide input and support for the upkeep of the Telecommunications website, including pricing updates. At times the role will require research to ensure extensions, new services, and new contracts are best in class and within expected market parameters. The individual will assist with the creation and maintenance of the TCSM team's documentation and manage the physical location and distribution of contracts.

Required

Skills & Experience
  • Word, PowerPoint, Excel, Outlook, SharePoint (or similar tools) – 3+ years.
  • Flowcharting (Visio or similar) – 1+ year.
  • Attention to detail: update web‑page pricing, perform data entry, manage artifacts in SharePoint, manage supplier deliverables – 2+ years.
  • Excellent communication skills (oral and written) – 3+ years.
  • Excellent research and analytical skills – 2+ years.
  • Telecommunications Contracts and Operations – 1+ year (highly desired).
  • VPPA – Virginia’s Public Procurement Act knowledge or willingness to learn – 1+ year (highly desired).
  • SLA (Service Level Agreements) and Supplier Performance Management – 1+ year (highly desired).
  • Interest in expanding skills and developing a career path in contract creation, negotiation, and management – 1+ year (highly desired).
  • Interest in expanding skills and developing a career path in supplier management in a complex technology environment – 1+ year (highly desired).
