The Person al Property Tax Management Analyst Associate performs professional analytical work supporting the administration of Personal Property tax programs, projects, and processes. The position requires applied knowledge of state and local vehicle personal property tax laws, operational and financial analysis, and departmental administrative practices.
This position is considered an Essential Personnel, which means that the incumbent is required to work when the City is closed due to public emergencies, critical or hazardous conditions or inclement weather.
Duties include but are not limited to Personal Property Tax Billing Operations- Coordinate the execution of routine and ad-hoc processes within the financial system to generate supplemental personal property tax bills based on vehicle liability updates, reassessments, high mileage or policy changes.
- Perform detailed quality control and validation checks on generated bills and bill reports prior to mailing to ensure accuracy and compliance with all tax laws and departmental policies.
- Research and resolve complex billing discrepancies and adjustments identified during the quality control process or reported by taxpayers.
- Research, gathers and analyzes data, prepares reports and recommendations, supports billing operations
- Assists in the development of policies and procedures
- Stay current on City ordinances, State statutes/regulations, and internal SOPs governing business taxes and collections.
- Serve as a primary point of contact to provide customer service and technical assistance to the public regarding complex personal property related tax and billing questions.
- Effectively interpret and explain complex tax information to citizens and other non-tax experts.
- Utilize electronic ticket management system to effectively track and monitor customer related communications and escalations.
- Interpret and managing complex personal property related and financial data from internal and external collaborators and sources to maintain accuracy.
- Cross-reference and validate data from a variety of sources to ensure taxpayer accounts, and billing records are up-to-date and accurate.
- Accurately enter and retrieve data from electronic systems and databases to support operational functions.
- Interpret policies and procedures related to personal property tax operations.
- Recommend updates to procedures and workflows to improve efficiency, consistency, and taxpayer experience.
- Perform basic clerical functions such as filing, correspondence, and mail sorting as needed.
- Assist with the Department of Finance Administrative team to conduct records maintenance activities in compliance with guidelines governing record retention and shredding/destroying confidential or obsolete documents.
- Assist with staff training (e.g., systems use, customer service, compliance protocols).
- Provides backup supervisory support for the Personal Property team.
- Work involves collaboration with internal and external stakeholders and may include leading quality control efforts and guiding support staff.

- Electronic databases and related software applications such as DMV Mainframe, JD Powers Valuation
- Governmental tax policies and procedures
- Standard office technology and equipment
- State and City codes pertaining to the assessment and valuation of taxes
- Intermediate to advanced level mathematics and statistics as applicable to assessment measures and assessment ratio studies
- Thorough knowledge of computer programs such as Microsoft Office Suite and Adobe Acrobat
