We are seeking an experienced Construction Manager to oversee and coordinate transportation and infrastructure construction projects throughout Stafford County. The ideal candidate will be responsible for managing projects from planning through completion, ensuring compliance with construction drawings, project specifications, budgets, schedules, safety requirements, and quality standards. This role supports transportation engineering projects and Local Assistance Program (LAP) projects and requires strong leadership, communication, and construction management expertise.

Salary Range: $120,000–$180,000, commensurate with experience. Candidates with 8+ years of experience and complex project management expertise may qualify for the higher end of the range.

Responsibilities
  • Manage construction and inspection activities on all phases of projects to ensure quality in accordance with plans and specifications and provide a quality transportation system for the traveling public.
  • Manage the assigned elements of a construction project to assure the Contractor's compliance with the plans and contract documents, manage project personnel, inspection, materials quality control and quality assurance testing, project documentation, project budget and schedule, and contract administration responsibilities under the direction of the Area Construction Engineer.
  • Provide support with assigned elements of a construction project to Owner’s Engineer or designee.
  • Provide consultation, investigations, evaluations, and written documentation as assigned by the Owner’s Engineer or designee.
  • Analyze and interpret project plans, contract language, and specifications to ensure project constructability.
  • Identify design errors for the Owner and determine impact for both the Owner and Contractor.
  • Review project documentation and records for compliance with Owner requirements and direct changes/corrections when needed.
  • Make recommendations for partial and final contractor payments.
  • Monitor project budgets/schedules and recommend adjustments to the Owner’s Engineer.
  • Supervise and manage project staff, including reviewing work products of others for compliance with Department requirements.
  • Conduct pre-construction conference, utility coordination meetings, construction progress meetings, and other types of conferences and meetings.
  • Write project management correspondence and review recommendations made by project staff.
  • Recommend resolution of field construction problems and design changes.
  • Prepare/Review work orders and perform analysis including independent detailed construction estimates and Time Impact Analysis.
  • Work with the project design group, materials, environmental, traffic engineering, right of way, the public, and all other parties necessary to meet contract schedules and requirements.
Qualifications

The Construction Manager (CM) is expected to have years of experience appropriate to their proposed classification in the management of highway construction projects including considerable knowledge of:

  • Roadway, structure, traffic engineering, construction methods, procedures, practices, plans, specifications, and contracts.
  • VDOT Road and Bridge Specifications, Road and Bridge Standards, Construction Manual, Inspector Manual, and Manual for Uniform Traffic Control Devices.
  • Materials used and performance, environmental, legal, and safety responsibilities related to construction of transportation facilities.
  • Use of survey, nuclear density, and materials testing equipment.
  • Functional computer usage including familiarity with Microsoft office suite software and all construction management software systems used by the Department.
