Environmental, Health & Safety (EHS) Manager – Electrical Substation (Qualified Person)
Project Duration: 3 Months (Starting May)
Location: Richmond, VA (Downtown)
Position OverviewThis role will serve as the on-site EHS Supervisor supporting electrical substation work, with a strong emphasis on electrical safety oversight and compliance with OSHA Subpart V requirements. The position requires a qualified electrical professional capable of independently overseeing crews, identifying system voltages, and ensuring safe work practices around energized equipment.
The ideal candidate will bring experience working in or around high‑voltage substations and demonstrate the ability to lead safety efforts in a highly regulated, high‑risk environment.
Key Responsibilities / Duties- Provide daily on‑site EHS leadership for all construction and electrical activities
- Serve as the designated qualified electrical supervisor overseeing crew safety
- Ensure compliance with OSHA 29 CFR 1926 Subpart V (Electric Power Transmission & Distribution)
- Oversee work within energized substations independent of owner representation
- Identify system voltages using one‑line diagrams and communicate hazards effectively
- Enforce and maintain Minimum Approach Distances (MAD) from energized conductors
- Lead daily Job Hazard Analyses (JHA) and Pre‑Task Planning (PTP) meetings
- Monitor high‑risk work activities including energized work, LOTO, and confined space (as applicable)
- Ensure proper use of PPE, insulated tools, and protective equipment for electrical work
- Conduct routine safety inspections, audits, and field observations
- Lead incident investigations, root cause analysis, and corrective action implementation
- Maintain site access control including badging and gate security responsibilities
- Coordinate closely with project leadership and client representatives to ensure safe operations
- Promote a proactive safety culture through field engagement and workforce interaction
- 7+ years of construction EHS experience dealing with electrical
- Direct experience working in high‑voltage electrical substations strongly preferred
- Ability to read and interpret electrical one‑line diagrams
- Experience overseeing electrical crews in energized environments
- Strong understanding of hazard recognition and control methods for electrical work
- Ability to work independently as the primary on‑site safety authority
- OSHA 30‑Hour Construction
- Demonstrated competency in OSHA 1926 Subpart V requirements
- NFPA 70E Training
- First Aid / CPR / AED
- Electrical Safety Training (Substation or Utility‑specific)
