Operations Manager
The City of Richmond Department of Public Works is seeking highly qualified candidates to fill the position of Chief of Construction and Inspections in the Right-of-Way Division. The incumbent is responsible for ensuring City resources are utilized safely and effectively. Additionally, the incumbent acts as the agency authority for ensuring that design, construction, operations, maintenance and inspection activities are conducted in full compliance with established laws, codes, standards and procedures.
Responsibilities- Serving as the focal point for all engineering activities in the public right-of-way (ROW)
- Enforcing City Code for any violations in Public ROW by public and private entities
- Providing oversight of all land development projects, public and private utility construction
- Providing oversight of the function of field surveys, encroachment & right-of-way closing processes.
- Providing oversight of and direction on City’s Record Management function for street base maps, public and private development As-built plans.
- Providing oversight of the function of database management on GIS to include site plans, subdivision plans, WISP projects.
- Preparing Developer Agreements including Bonding applications for various stages of work by developers and/or contractors within public ROW and represents DPW in the development coordination meetings.
- Managing and providing oversight of the operation of Permit Counter, Work-in-street Permit (WISP) process and assure compliance with permit requirements and implementation of Ener Gov permitting software.
- Implementing Utility Coordination, Paving Coordination, Street cut restoration.
- Tracking the Permit Inspection and Permit Tracking process overseeing work of Construction Inspectors.
- Providing oversight of environmental compliance on construction projects through the management of several levels of inspection team.
- Interfacing daily with third party compliance monitors, project inspectors, craft inspectors, and the contractors.
- Assisting in preparing/ presenting construction details training to all project and construction personnel. Prepare/oversee daily compliance and weekly summary reports.
- Critically assessing conditions, issues, and concerns prior to construction and developing solutions with input from the inspectors, compliance monitors, and the contractor.
- Providing oversight of design, construction and contract administration of development projects related to roadways.
- Coordinating planning activities with Operations and Maintenance Staff, Planning and Programming Staff, Engineering Staff, and Leadership Responsible for infrastructure condition assessments and recurring inspection programs.
- Preparing and monitoring Capital and General Fund budget for the ROW Division.
- Evaluating, creating, modifying, and monitoring processes in ROW Division to create efficiency.
- Preparing Council Ordinance and Resolution requests to the City Council and represent DPW in Council committees and meetings.
- Performing other related duties as assigned.
City of Richmond Department of Public Works employees who perform duties in this class are considered essential employees and may be required to work during times of emergencies, natural disasters, and inclement weather.
MINIMUM TRAINING AND EXPERIENCE- Bachelor's Degree in engineering (Bachelor's in Civil Engineering preferred)
- Six (6) years of progressively responsible related experience that includes supervisory, communication and organizational experience
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
- Professional Engineering (PE) license is preferred, but not required
