Job Summary

Nuclear Power has played an important role in meeting the world’s electrical energy needs for 50+ years. With the nation’s power demand rising, Nuclear Power will be indispensable in meeting reliability, affordability, and air pollution reduction goals.

Building upon its long-standing commitment to its existing fleet of four traditional nuclear power stations, Dominion Energy is exploring the potential benefits of the next generation of nuclear technology. The so-called “New Nuclear” includes advanced and small modular reactor (SMR) designs being examined with the goal of adding the first unit to our North Anna Power Station.

As Dominion Energy pursues the next generation of nuclear power technology, it is essential to navigate the evolving regulatory environment. The Senior Strategic Advisor-Nuclear Advanced Reactor Licensing will serve as a pathfinder for the division’s executive leadership team.

The Senior Strategic Advisor will be responsible for the development and implementation of regulatory strategies, policies, standards, processes and procedures for the “New Nuclear” program. The role will embrace a broad scope of initiatives and activities to include:

  • Providing program level response to nuclear regulatory and industry organizations
  • Managing policy level interface with outside nuclear regulatory organizations including the NRC, NERC, FERC, and state level entities
  • Prompt and proper submittal of required regulatory reports and items of interest to the appropriate company and regulatory agencies
  • Managing the evaluation of generic licensing issues and industry lessons learned for new construction and other large projects (e.g. SLR)
  • Managing the development and implementation of special regulatory programs
  • Ensuring that accurate nuclear regulatory correspondence and communications are made on a timely basis
  • Initiating and supporting self-assessments and driving the resolution of identified department issues
  • Supporting the Nuclear Business Unit’s (NBUs) industrial, environmental, and business goals to ensure safe and cost-efficient nuclear operations
  • Resolving employee concerns in a competent, respectful and responsive manner, and fostering a Safety Conscious Work Environment supportive of positive, honest, and open exchange of ideas and differing opinions
  • Providing subject matter expertise in functional areas under responsibility of the Licensing group to include:
  • Licensing actions (License and Technical Specification Application and Amendment Requests, Limited Work Authorizations, Relief Requests, Exemption Requests, Permit Applications and Renewals, etc.)
  • Various written correspondence with regulatory authorities and stakeholders (lawyers, vendors, community affairs and engagement)
  • Serving as the point of contact/Subject Matter Expert with the Nuclear Regulatory Commission for Dominion Energy’s New Nuclear Program.

To be qualified for the Senior Strategic Advisor – Nuclear Advanced Reactor Licensing, one must meet the following minimum requirements:

  • 15+ years of experience in managing Nuclear Licensing related work and NRC inspectors/and or project managers
  • In depth knowledge of NRC licensing regulations to include:
  • 10 CFR Parts 50/52 – Required
  • 10 CFR Parts 53/57 – Desired
  • 10 CFR Parts 26 and 72 – Preferred
  • Thorough understanding of Technical Specifications and Safety Analysis Reports (PSAR/FSAR)
  • Strong knowledge of nuclear power plant operations
  • Experience interfacing with NRC inspectors…
