Stormwater Plan Reviewer job at Department of Environmental Quality. Richmond, VA.

This position will perform reviews of Erosion and Sediment Control Plans, Stormwater Management Plans, Construction Record Drawings, and other documents to ensure proper implementation of the Virginia Erosion and Stormwater Management Act, Virginia Erosion and Stormwater Management Program (VESMP) regulation, and VPDES Permit for Discharges of Stormwater from Construction Activities (Construction General Permit).

This is a restricted position. Continued employment is contingent on the availability of grant or non-general funds. Please note this position follows a hybrid work schedule to include both in-office and telework. Candidates must be able to work from the assigned work location in Virginia.

Responsibilities
  • Recommend or implement informal compliance and enforcement actions and make recommendations for formal enforcement actions.
  • Perform and assist others as necessary in local program reviews.
  • Serve as a lead agency contact for regional VESCP and VESMP authorities.
  • Provide technical/regulatory assistance to local governments, general public, permit tees, consultants, agency staff, state and federal agencies.
  • Serve on ad hoc technical, regulatory, and advisory committees.
Qualifications
  • Knowledge of federal and state stormwater, erosion, and sediment control, and water quality control laws and regulations.
  • Knowledge of engineering, urban soil conservation principles, stormwater management, hydrology and hydraulic engineering principles.
  • Demonstrated ability to read construction and engineering plans and interpret and properly apply complex policies, guidelines, regulations, and engineering analyses.
  • Demonstrated ability to work independently and effectively manage multiple projects.
  • Demonstrated ability to work well with diverse groups of people.
  • Demonstrated ability to communicate clearly both verbally and in writing.
  • Knowledge, skills, and abilities in project management and personal computer operations (including word processing, spreadsheets, and database management).
  • Current DEQ certification as an ESC and Stormwater Plan Reviewer or must obtain certifications within 12 months of employment in the position.
  • Coursework or experience in engineering, physical science discipline containing hydraulic or soils principles, land development, site design, soils, hydrology, surveying, and/or environmental law.
  • Experience working with local governments, design engineers, consultants, or land development industry professionals is a plus.
  • This position may require operation of a state-owned or leased vehicle; therefore, a valid driver's license is required.

Salary: $57,733.00 - $82,829.00 Per Year
