The City of Richmond Department of Public Utilities is seeking a qualified candidate to fill the Engineer, Principal position in the Gas and Light Division. The Natural Gas Engineer, Principal will be responsible for technical services related to pipeline engineering, compliance operation, and construction activities for Richmond Gas Works (RGW) of natural gas facilities, encompassing various aspects of natural gas, engineering, compliance, operation, and maintenance requirements.
Duties include but are not limited to
- Managing the engineering design process, including reviewing and analyzing detailed plan designs/technical studies and processing applications/permits, change orders, and other documentation for proposed development or improvement projects.
- Performing engineering activities related to the design, operation, and maintenance of the company's pipeline and related natural gas facilities.
- Conducting engineering investigations/studies. Performing inspections to ensure compliance with project specifications, applicable codes, and other regulations.
- Developing, reviewing, and updating plans, manuals, forms, compliance records, and documentation.
- Evaluating detailed plans, specifications, and standards for projects; identifying potential conflicts with plans and making necessary field adjustments upon investigation or inspection.
- Maintaining logs/records and permits; tracking systems and specialized databases and entering data. Reviewing, preparing, and maintaining project status/technical reports, permit applications, inspections, and other documents.
- Meeting with project coordinators, consulting engineering documents, resolutions, and ordinances.
This position is Unclassified and serves at the will of the Appointing Authority.
Minimum Training and Experience- Bachelor's Degree in engineering.
- Five years of professional engineering experience.
- Two years of supervisory experience preferred.
Special Requirements
- Some assignments may require a Professional Engineering (PE) Registration.
- Some assignments may require a valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire.
- Bachelor's Degree in Mechanical or Civil Engineering.
- Five years of natural gas utility engineering experience.

- Surveying Principles
- Hydraulic Modeling
- Construction practices
- Site, Roadway, and Utility Design Standards
- Mechanical, reliability, maintenance, or civil engineering
- Federal and state laws for project implementation
- Basic knowledge and familiarity with industrial networking
- Reviewing plans
- Natural gas
- Components of natural gas distribution, such as meters, regulators, gate stations, etc.
- City bridge and road standards, VDOT design standards
Skills (some Combination Of The Following)
- Computer proficiency in Microsoft Office Suite
- Reading and interpreting GIS maps and AutoCAD plans.
- Software in modeling
- Technical writing
- Oral and written communication
- Mathematics, including geometry, calculus, and statistics.
