Job Title

Under close supervision of the Manager, Planning Department, conducts the engineering studies, hydraulic analysis, and other tasks necessary to support operation of and long-range planning for Fairfax Water's transmission and distribution facilities.

Examples Of Duties

- Conducting preliminary engineering studies and hydraulic analysis to establish the need, feasibility, function and priority of various system improvements such as pumping stations, storage facilities, or transmission mains.

- Calibration, maintenance and application of Fairfax Water's hydraulic model, including:

  • Periodic update and calibration of the model to reflect changes to Fairfax Water's network.
  • Documentation of modeling assumptions.
  • Conducting hydraulic steady-state and extended period simulation simulations to support engineering studies and analysis.
  • Coordinating with and providing guidance to other FW staff members who may be applying the model as for other purposes, such as fire flow analysis.

- Performing detailed studies and analyses aimed at providing a justification for capital improvements to existing and future water supply facilities, including evaluation of alternative scenarios.

- Preparing cost and justification information for Fairfax Water's Capital Improvement Program.

- Supporting update and maintenance of Fairfax Water's Water Supply System Master Plan.

- Serving as Project Manager for specifically assigned projects, including tracking project schedule and budget, overseeing ongoing work, responding to consultant inquiries, and reviewing reports or other deliverables.

- Reviewing design documents to include plans, specifications, project schedules, expenses and reports on assigned projects.

- Coordinating design activities with various consulting engineering firms.

- Furnishing consultants with hydraulic system information as needed.

- Coordinating with the Chief, Short Range Planning, regarding hydraulic or other information necessary for review of site development plans.

- Identification of opportunities to coordinate Fairfax Water system improvements with planned highway or other construction projects.

- Updating Fairfax Water's demand projections, including obtaining population information, trending historic water use, and evaluating various approaches to developing demand projections.

- Updating Fairfax Water's System Storage Analysis, including conducting a mass balance, evaluating system demands, and performing a network analysis.

- Developing operating guidelines to support optimization of Fairfax Water's transmission and distribution system.

Typical Qualifications

- Graduation from a four year college or university with a Bachelor's Degree in Civil, Environmental or Infrastructure Engineering.

- E.I.T. Certification or the ability to obtain certification within one year.

- General knowledge of the theory and practices of civil engineering relating to the design and construction of public water supply facilities.

- Good working knowledge of hydraulic modeling software for water utility design, including but not limited to the following software packages:
Bently WaterCAD, Bently WaterGEMS, Innovyze Info Water, Aquanuity Aqua Twin, Autodesk Info Works WS, EPANET.

- General knowledge of hydraulics, GIS, computer modeling techniques, topographic and construction surveying, stress analysis, mechanics and properties of materials, drafting methods, engineering economics and real property descriptions.

- Ability to write reports.

- Ability to make accurate computations and notes.

- Ability to collect and compile research data.

- Ability to work proficiently in hydraulic analysis.

- Ability to maintain courteous and effective public relations.

- Good knowledge of Excel and Access.

- Good oral and written communication skills.

- Possession of a valid driver's license and good driving record.

- Must pass a controlled substance (drug) test for employment.

To qualify as an Engineer I, you must have the following:

  • Graduation from a four year college or university with a Bachelor's Degree in Civil, Environmental or Infrastructure Engineering.
  • E.I.T. Certification or the ability to obtain certification within one year.

To qualify as an Engineer II, you must have the following:

  • Graduation from a four year college or university with a Bachelor's Degree in Civil, Environmental or Infrastructure Engineering or related field and a minimum of three years progressively responsible experience in the planning and design of public water supply facilities, or any equivalent combination of education, experience and knowledge.
  • Possession of an F.E. (Fundamental of Engineering) certificate is preferred.
  • Good working knowledge of hydraulic modeling software for water utility design, including but not limited to the following software packages:
    Bently WaterCAD, Bently WaterGEMS, Innovyze Info Water, Aquanuity Aqua Twin, Autodesk Info Works WS, EPANET.
